Meeting Minutes of the Working Committee for Monitoring Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant and Coal Port Project No. 5/2566, held on Friday, September 29, 2023, from 10:00 AM to 12:00 PM at the Generator Meeting Room, Administration Building, BLCP Power Station. Ms. Paranee Boonchuay, acting on behalf of the Committee Chairman, presided over the meeting. The meeting acknowledged and approved the minutes of Meeting No. 4/2566.
Mr. Pachara Chuathong from BLCP Power Station presented the results of environmental impact monitoring for July-August 2023, reporting 5 coal unloading vessels with sulfur content of 0.40-0.44%, which is within the EIA-stipulated criteria (maximum not exceeding 0.70% and average not exceeding 0.45%). Electricity generation from Unit 1 was between 498,695-498,991 MW, and Unit 2 was between 500,032-500,135 MW. Total coal consumption was 367,576-368,326 tons. Average raw water consumption was 842.90-984.48 cubic meters/day, and the quality of treated wastewater met all standards.
Regarding waste management, 15.25-64.31 tons of non-hazardous waste and 2.06-4.47 tons of hazardous waste were transported off-site from the power station. Bottom ash transported out was 9,774.85-13,217.58 tons/month, and fly ash was 50,391.25-50,773.75 tons/month. Stack emission monitoring results showed that SO2, NOx, and particulate matter were within EIA-stipulated standards. Although some periods showed values close to the standards due to production process adjustments and coal mill maintenance in July, the project closely monitored and supervised the situation. Ambient air quality and the quality of water discharged from the cooling water discharge canal also met all standards.
During the meeting, inquiries were made regarding the periods when SO2 and NOx values were close to the standards, to which Mr. Pachara Chuathong clarified that these occurred in July. Additionally, the document included photos of the meeting activities and photos of the working committee conducting an on-site inspection of environmental impact prevention and mitigation measures at the coal unloading port on September 29, 2023. The meeting acknowledged all operational results and resolved to schedule the next meeting of the Working Committee for Monitoring Measures (No. 6/2566) in November 2023.
