On September 30, 2022, from 10:00-11:00 AM, the 5/2022 meeting of the Working Group for Monitoring Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant Project and Coal Port Project (Operational Phase) was held via the online Ms Team platform. Mr. Damnern Sarasee, acting on behalf of the Chairman of the Working Group, presided over the meeting. The meeting acknowledged and approved the minutes of the 4/2022 meeting held on July 26, 2022.
Mr. Pachara Chuathong from BLCP Power Station presented the results of environmental impact monitoring during July-August 2022. It was found that 5 coal vessels docked, with sulfur content ranging from 0.35-0.46% and an average of 0.43% by the end of August, which complies with the EIA report's requirements of a maximum of 0.70% per vessel and an annual average of no more than 0.45%. The average raw water consumption was 832.55-833.77 m³/day, and the average wastewater entering the treatment system was 2,027.84-3,304.65 m³/day. The quality of the treated wastewater met all standards.
Regarding waste and refuse management transported off-site from the power plant during July-August 2022, the quantity of non-hazardous waste was between 18.030-104.260 tons, and hazardous waste in August amounted to 7.706 tons. For the amount of ash transported from BLCP Power Station, bottom ash was 7,284.03-7,323.32 tons per month, and fly ash was 52,204.82-56,345.77 tons per month.
The results of air quality monitoring for emissions from Unit 1 and 2 during July-August 2022 showed that the maximum 1-hour average concentrations and emission rates of SO2 and NO2 were within the specified EIA standards. Particulate matter from the power plant stack in Unit 1 was close to the standard at the end of July due to burner modifications, and at the end of August, soot blowing activities were conducted. During other periods, both units complied with the EIA standard of not exceeding 43 milligrams per cubic meter.
Additionally, the results of ambient air quality monitoring by the AQMS system installed in all 4 community stations, as well as the water quality discharged from the cooling water discharge canal of Unit 1 and 2, showed that all parameters complied with the specified standards. The meeting acknowledged the results of the environmental impact mitigation measures compliance check for September 2022 and scheduled the next meeting for November 2022.
