Minutes of the 6/2566 Meeting of the Environmental Impact Mitigation Monitoring Working Group for BLCP Power Company Limited's Coal-Fired Power Plant and Coal Port Project, held on Monday, November 27, 2566, from 10:00-12:00 at the Generator Meeting Room (Room 101), Administration Building, BLCP Power Station. Mr. Damnern Sarasee presided over the meeting, which acknowledged and approved the minutes of the 5/2566 meeting.
Mr. Pachara Chuathong from BLCP Power Station presented the results of environmental impact monitoring for September-October 2566. It was found that there were 5 coal unloading vessels. The sulfur content ranged from 0.36-0.43%, which did not exceed EIA requirements (maximum 0.70% and average 0.45%). Electricity generation from Unit 1 ranged from 483,195-499,361 MW and Unit 2 ranged from 483,009-498,801 MW. Average raw water consumption was 678.55-1,048.70 m³/day, and the quality of treated wastewater met all standards.
Regarding waste management during the same period, the volume of waste and refuse transported off-site from the power station consisted of 61.55-63.67 tons of non-hazardous waste and 4.00-5.08 tons of hazardous waste. Details of waste management in September and October 2566 are shown in Figures 1 and 2. Additionally, 5,326.45-7,486.91 tons/month (194-271 trips) of bottom ash and 47,054.75-48,983.52 tons/month (1,517-1,583 trips) of fly ash were transported.
Air quality monitoring results for stack emissions and ambient air during September-October 2566 showed that sulfur dioxide, nitrogen dioxide, and particulate matter levels mostly complied with EIA standards. Exceptions included particulate matter from Unit 2 on September 7, 2566, which was slightly above standard due to a temporary malfunction of the dust collection equipment, and total particulate matter at Station C, which was higher than usual for 1 day due to condensation temperature. However, the recorded values still met the standards.
The meeting inquired about sulfur dioxide and nitrogen dioxide emissions from the coal-fired power plant, which are higher than those from natural gas due to the sulfur content in coal, as well as the difference in SO2 levels between Unit 1 and Unit 2, resulting from varying coal quality. Clarifications were also provided regarding BOD/COD measurements and the monthly variation in electricity generation, which, however, complies with the EGAT contract. Additionally, the transportation of fly ash to cement factories for use as raw material was discussed.
Figure 3 shows images of the meeting activities and environmental impact prevention and mitigation monitoring for November 2566. Inquiries were made about cement trucks collecting fly ash for delivery to cement factories, and the next meeting was scheduled for January 2567. Full details are in the attached file.
