The 3/2568 Meeting of the Working Group for Monitoring Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant and Coal Terminal Project for May 2568 was held on Tuesday, May 20, 2568, from 09.30-12.00 at the Generator Meeting Room (Room 101), Administration Building, BLCP Power Station. Mr. Damnern Sarasee, acting on behalf of the Chairman of the Working Group, opened the meeting, and the meeting acknowledged the minutes of the 2/2568 meeting held on March 10, 2568.
Mr. Pachara Chuathong from BLCP Power Station presented the results of environmental impact monitoring for March-April 2568. It was found that there were 4 coal unloading vessels. The sulfur content in coal ranged from 0.39-0.50%, which complies with the EIA report's requirement of not exceeding 0.70%, and the cumulative average from January-April 2568 was 0.43%, which does not exceed 0.45%. Electricity generation from Unit 1 was 481,607-500,118 MW, and from Unit 2 was 481,639-500,212 MW. The average raw water consumption was 1,000.60-1,146.39 cubic meters/day, and the average wastewater entering the treatment system was 1,429.22-1,661.44 cubic meters/day. The quality of treated wastewater met all standards.
Regarding waste management for March-April 2568, non-hazardous waste amounted to 122.58-206.15 tons and hazardous waste to 3.81-19.18 tons, for which authorized companies were contracted for proper disposal. The amount of bottom ash transported from the power plant was 2,538.01-7,058.87 tons/month, and fly ash was 50,332.62-50,620.18 tons/month. Air quality monitoring results for sulfur dioxide, nitrogen dioxide, and particulate matter discharged from the stacks of Units 1 and 2 all complied with the requirements in the EIA report.
Results from ambient air quality monitoring using the AQMS system at 4 community stations during March-April 2568 showed that the 24-hour average concentrations of total suspended particulate matter and particulate matter less than 10 microns, as well as the 1-hour average (maximum) concentrations of sulfur dioxide and nitrogen dioxide, all met the specified standards. However, there were some periods where the 24-hour average particulate matter concentration data was incomplete because the sampling equipment collected less than 75% of the total samples. The quality of water discharged from the cooling water discharge canals of Units 1 and 2 met all specified standards for every parameter.
Under the agenda item for consideration of compliance with environmental prevention and mitigation measures for May 2568, there were illustrations showing the meeting and groups of individuals in operational attire, reflecting the monitoring of these measures. Mr. Somnuek Puekpipat inquired about the management of coal fragments falling from the coal conveyor belt, to which Mr. Pachara Chuathong clarified that they are collected and cleaned weekly and returned to the power generation process. Mr. Charan Khemklad asked about the lifespan of the tarpaulins covering the ship's hold during coal unloading, and Mr. Pachara explained that they are replaced according to their service life. Mr. Damnern Sarasee inquired about measures to trap aquatic animals before they enter the cooling water system, and Mr. Pachara clarified that nets, Bar Screens, and Traveling Screens are installed to reduce the quantity of aquatic animals.
