The Working Group for Monitoring Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant Project and Coal Port Project during the Operational Phase, Meeting No. 2/2569, was held on Tuesday, March 24, 2569, from 09.30-12.00 hrs. at Generator Meeting Room (Room 101), Administration Building, BLCP Power Station. Mr. Anat Chandi, Director of Map Ta Phut Industrial Port Office, chaired the meeting. Representatives from BLCP Power Company Limited and United Analyst and Engineering Consultant Company Limited served as secretary and assistant secretary, respectively. The meeting acknowledged and approved the minutes of Meeting No. 1/2569.
The results of environmental impact monitoring during January-February 2569 showed that 5 coal shipments had sulfur content of 0.38-0.41%, which complied with EIA requirements. Electricity generation from Unit 1 was 450,044-497,440 megawatts. Unit 2 was shut down for maintenance from January 1 - February 8, 2569, and generated 338,154 megawatts. Coal consumption for Unit 1 was 165,163-189,071 tons, and for Unit 2 was 123,052 tons. Average raw water consumption was 1,375.23-1,668.07 cubic meters/day, and average wastewater entering the treatment system was 915.92-1,468.86 cubic meters/day. The quality of treated wastewater met all specified standards.
Regarding waste management, 48.02-92.80 tons of non-hazardous waste and 7.24-53.57 tons of hazardous waste were properly disposed of. The amount of ash transported from the power plant included 90.46-459.93 tons/month of bottom ash and 30,809.31-47,572.77 tons/month of fly ash. The results of stack emission air quality monitoring and ambient air quality monitoring generally complied with EIA report requirements and specified standards, with the exception of sulfur dioxide levels in the ambient air at stations B and C during certain periods on February 10, 2569, which exceeded the standards. However, investigations found no production activities contributing to the impact.
The meeting included further inquiries and suggestions, such as adjusting the data presentation format and expanding the scope of environmental surveys and monitoring. Additionally, the issue of brown foam on the sea surface was raised, which BLCP Power Company Limited clarified was caused by increased seawater temperature leading to the proliferation of certain types of phytoplankton and zooplankton, and was not related to sulfur in the production process. Discussions also covered the surveillance of unauthorized personnel and unrelated vessels in the port area for safety purposes.
For future plans, BLCP Power Company Limited will conduct maintenance on the Booth Up Fan (BUF) air compressor of Unit 1 from late April to early May 2569. This may result in a slight increase in sulfur dioxide levels, but they will be controlled to remain within the specified standards. The next meeting of the Working Group for Monitoring Compliance with Measures (No. 3/2569) is scheduled for May 2569.
