The 4/2567 Meeting of the Working Group for Monitoring Environmental Impact Mitigation Measures of BLCP Power Company Limited's Coal-Fired Power Plant Project and Coal Terminal Project, Operational Phase, for July 2024, was held on Monday, July 15, 2024, from 09.30-12.00 hrs. at Generator Meeting Room (Room 101), Administration Building, BLCP Power Station. Ms. Nuanchan Thararak, acting on behalf of the Committee Chairman, presided over the meeting.
The meeting acknowledged and approved the minutes of the 3/2567 meeting. Subsequently, Mr. Pachara Chuathong from BLCP Power Station presented the results of environmental impact monitoring during May-June 2024. It was found that 5 coal vessels had a maximum sulfur content of 0.49%, which complies with the requirements in the EIA report, and the average sulfur content from January to June 2024 was 0.43%, which also complies with the requirements.
During that period, Unit 1 generated 475,740-483,359 MW of electricity, and Unit 2 generated 480,690-483,778 MW. Total coal consumption was 174,581-179,541 tons for Unit 1 and 172,331-175,569 tons for Unit 2. The average raw water consumption was 895.03-1,128.94 m³/day, and the average wastewater entering the treatment system was 1,632.47-2,596.38 m³/day. The quality of the treated wastewater met all standards.
Regarding waste management, the amount of non-hazardous waste was between 28.35-253.24 tons, and hazardous waste was 3.05-3.31 tons. The amount of bottom ash transported out was between 3,771.12-7,564.36 tons/month, and fly ash was between 47,151.26-52,202.89 tons/month.
The results of air quality monitoring from the stacks and in the general atmosphere, as well as water quality discharged from the cooling water discharge canal, showed that most parameters complied with the specified standards. An exception was particulate matter from Unit 2's stack on June 20, 2024, which exceeded normal levels for 1 hour due to a temporary malfunction of the Electrostatic Precipitator (EP). The project promptly rectified the issue.
The meeting also discussed measures to prevent coal contamination in rainwater drains, the management of coal piles to prevent spontaneous combustion, and crane maintenance at the pier. Mr. Udom Saisueb from BLCP Power Station clarified various measures, including monitoring the temperature of coal piles and equipment maintenance based on operating hours. Additionally, a past incident of coal falling into the sea once due to temporary equipment malfunction was mentioned.
