Minutes of the 94-1/2569 Meeting of the Environmental Impact Prevention, Mitigation, and Monitoring Plan Supervision Committee for BLCP Power Company Limited's Coal Terminal Project, held on March 25, 2026, from 14.00-16.00 at Meeting Room 201, Map Ta Phut Industrial Port Office Building. The meeting acknowledged the environmental impact monitoring results for BLCP Power Plant Project Units 1 and 2 and the Coal Terminal Project during December 2025 to February 2026. All monitored indices were in compliance with the established standards.
General noise level monitoring results around BLCP Power Plant in January 2026 showed 24-hour average noise levels of 61.6-62.2 dB(A) and maximum noise levels of 86.4-91.9 dB(A), which are within the established standards (≤ 70 and ≤ 115 dB(A) respectively). Water quality monitoring of the cooling water discharge canal in January and February 2026 found no mercury, cadmium, or chlorine, complying with the plant's effluent standards. The maximum measured seawater temperature was 27.5 °C, with an increase not exceeding the specified limits.
From December 2025 to February 2026, a total of 1,004,708 tons of coal were docked, with an average sulfur content of 0.40% and a maximum of 0.41%, all within established standards. Net electricity generation from Units 1 and 2 totaled 2,265,998 MWh. A total of 128,938.42 tons of fly ash and 3,212.72 tons of bottom ash were exported, utilizing various disposal methods such as reuse, landfill, or as alternative raw materials.
Air quality discharged from BLCP Power Plant stacks for sulfur dioxide, nitrogen dioxide, opacity, and particulate matter were all within the established EIA standards. However, general ambient air quality monitoring in the Map Ta Phut area revealed that the 1-hour average (maximum) concentration of sulfur dioxide occasionally exceeded standards at Station B Soi Thoed Thai Muslim and Station C PTT Staff Housing on February 10, 2026. BLCP Power Plant investigated its production processes and data from the monitoring center and found no contributing activities.
The Project has continuously undertaken corporate social responsibility (CSR) activities, such as sustainable income generation projects, leaf waste management, aquatic animal release, and support for various community activities and traditions, including disseminating corporate information and participating in activities with the Friends of the Community Association. The committee provided recommendations and inquired about various issues, such as safety in working at heights, the appointment of community committees, and the progress of tree felling in the Ban Kampu area.
