Minutes of the Meeting of the Environmental Impact Prevention, Mitigation, and Monitoring Plan Supervision Committee for BLCP Power Company Limited's Coal Terminal Project No. 90-1/2568, held on March 25, 2568, from 14.00-16.00 at Meeting Room 204, Map Ta Phut Industrial Port Office Building, chaired by Mr. Anat Chandi, Chairman of the Industrial Estate Authority of Thailand. The meeting acknowledged and approved the minutes of Meeting No. 89-4/2567.
Environmental impact monitoring results for the period December 2567 - February 2568 by UAE Co., Ltd. showed that general noise levels around BLCP Power Station in January 2568 were within standard limits. Water discharged from Cooling Water Discharge Canal Unit 2 showed no detectable mercury, cadmium, or chlorine, complying with effluent standards. The maximum seawater temperature was 26.6°C at station ST-12, and seawater quality at all 3 stations in Map Ta Phut Bay, including marine ecology, met all specified standards.
Regarding the operations of BLCP Power Station and Coal Terminal for the period December 2567 - February 2568, a total of 788,882 tons of coal were imported from Australia, with sulfur content within standard limits. Net electricity generation from Unit 1 and Unit 2 totaled 742,889 MWh and 1,171,977 MWh, respectively. The exported quantities of fly ash and bottom ash totaled 102,505.98 tons and 13,090.02 tons, respectively. Hazardous and non-hazardous waste management was conducted in accordance with regulations.
Monitoring results for air quality discharged from BLCP Power Station stacks, including sulfur dioxide, nitrogen dioxide, opacity, and particulate matter, were within EIA standards. Additionally, the temperature and pH of water in the cooling water discharge canal complied with effluent standards for factory discharge. Various environmental impact mitigation measures, such as windbreak walls, water spray systems, and wastewater treatment, were fully implemented.
BLCP has continuously undertaken Corporate Social Responsibility (CSR) activities, such as local tax returns, supporting the leaf fertilizer project, waste management in the Rayong River, developing temperature-reducing bricks from bottom ash, and the Maejo worm project for organic waste management. Furthermore, BLCP received the Prime Minister Award Thailand Cybersecurity Excellence Award 2024 and achieved the Corporate Carbon Footprint standard.
The meeting commended BLCP's CSR operations, particularly the organic waste management project, and recommended expanding knowledge dissemination to communities, temples, and schools. The Industrial Estate Authority of Thailand accepted the recommendation regarding real-time monitoring of industrial waste management to prevent illegal dumping.
