The 92-3/2568 Meeting of the Environmental Impact Prevention, Mitigation, and Monitoring Plan Committee for BLCP Power Company Limited's Coal Terminal Project was held on September 23, 2025, in Meeting Room 501, Map Ta Phut Industrial Port Office Building. Mr. Anat Chandi chaired the meeting. Ms. Napasawan Kongkham from UAE Co., Ltd. presented the results of environmental impact monitoring from June to August 2025. Noise level measurements at the power plant in July 2025 showed 24-hour average values of 60.6-61.5 dB(A) and maximum values of 84.3-90.9 dB(A), all of which were within the standard criteria specified in the relevant announcement.
Regarding water quality discharged from the cooling water discharge canal of Units 1 and 2 in July 2025, mercury, cadmium, and chlorine levels were not found to exceed detection limits and were within the standard criteria specified in the relevant ministerial announcements. Seawater temperatures within a 500-meter radius from the cooling water discharge point in July 2025 ranged from 30.1-30.9 degrees Celsius, with a maximum value of 30.9°C. The temperature change remained within the specified limit of not exceeding 2°C from natural temperatures. Monitoring of seawater quality and marine ecology in Map Ta Phut Bay in July 2025 showed that all indices, such as pH, dissolved oxygen, and heavy metals, were within standard criteria, and the plankton diversity index was at a moderate level, indicating that marine life can thrive.
Ms. Sineenart Khanthaballang from BLCP Power Company Limited reported on the operational performance of the power plant and coal terminal from June to August 2025. A total of 993,947 tons of coal from Australia were docked, with an average sulfur content of 0.43% (maximum 0.60%), which complies with EIA requirements. The total net electricity generation from Units 1 and 2 was 2,962,645 MWh-net, utilizing a total of 1,116,639 tons of coal. Additionally, a total of 167,502.80 tons of fly ash and 14,815.68 tons of bottom ash were exported, along with the management of 25.76 tons of hazardous waste and 289.16 tons of other non-hazardous waste, all conducted according to established procedures.
Air quality monitoring results for emissions from the stacks of Power Plant Units 1 and 2 from June to August 2025 showed that sulfur dioxide, nitrogen dioxide, opacity, and particulate matter were all within the specified EIA standard criteria. Ambient air quality in the general Map Ta Phut area also met standard criteria. The Environmental Impact Mitigation Measures Monitoring Working Group confirmed that the project has fully complied with environmental impact prevention and mitigation measures across all aspects, including air quality, noise levels, surface water quality, waste management, ecosystems, transportation, and aesthetics.
Regarding Corporate Social Responsibility (CSR) activities from June to August 2025, the company implemented the "Leaf Fertilizer" project, reducing leaf waste by 306.38 tons and producing 214.46 tons of fertilizer, thereby reducing CO2 emissions by 253.95 tons of CO2. This also included the "Map Ta Phut Beach Conservation" activity, collecting 1.85 tons of waste and releasing over 1.92 million aquatic animals. Furthermore, the company supported community tourism and "Seacrafty" products, generating over 1 million baht in income for the community. During the period, the company also remitted 78 million baht in Value Added Tax, 4 million baht in Withholding Tax, and contributed 59 million baht to the Community Development Fund. During the meeting, inquiries were made regarding sediment surveys and dredging of the navigation channel near the pier. The company clarified that annual surveys are conducted, and dredging occurs every 8 years, with the dredged sediment disposed of 18 kilometers offshore as stipulated by the Marine Department.
