The Environmental Impact Prevention, Mitigation, and Monitoring Plan Supervision Committee for BLCP Power Company Limited's Coal Terminal Project, Meeting No. 93-4/2568, was held on Tuesday, December 23, 2025, from 10:00 AM to 12:00 PM at Meeting Room 201, Map Ta Phut Industrial Port Office Building, with Mr. Anat Chandi as Chairman. The meeting acknowledged the announcement from the Industrial Estate Authority of Thailand (IEAT) regarding the control, supervision, and monitoring of the movement of waste or unused materials within industrial estates and approved the minutes of Meeting No. 92-3/2568.
Ms. Noppawan Urarak from UAE Co., Ltd. presented the results of the environmental impact monitoring for BLCP Power Plant's Unit 1 and 2 projects, including the Coal Terminal Project, during September - November 2025. The measurement results of air pollutants emitted from BLCP Power Plant's stacks in October 2025, including particulate matter, sulfur dioxide, and nitrogen oxides (as nitrogen) from both units, were in compliance with the criteria specified in the EIA report and Ministry of Industry standards. Opacity values also met the standard criteria.
The results of ambient air quality monitoring in October 2025 at all 6 monitoring stations showed that all indices met the ambient air quality standards. Additionally, the 24-hour average sound levels and maximum sound levels in the vicinity of BLCP Power Plant and Wat Takuan also met the specified standard criteria. Regarding the quality of wastewater from the wastewater treatment system and water discharged from the cooling water discharge canal in October 2025, all indices met the specified standard criteria. No mercury, cadmium, or chlorine was detected. Furthermore, the maximum seawater temperature measured at 30.7°C at station ST-8 showed a deviation from the reference point of no more than +0.8°C, which is in compliance with the requirement for a change of no more than 2°C from natural seawater temperature.
Regarding marine ecology in Map Ta Phut Bay in October 2025, it was found that the number of species and quantity of phytoplankton and zooplankton tended to change seasonally. The diversity index ranged from 0.66 – 2.69, indicating that organisms can inhabit the water source. This is consistent with the seawater quality, which met all standards. Overall, the results of seawater quality and marine ecology monitoring from 2009-2025 have largely shown similar trends and complied with specified standards.
Ms. Sineenart Khanthaballang reported on the operational summary of BLCP Power Plant and Coal Terminal during September - November 2025. A total of 1,055,674 tons of coal were imported. The cumulative average sulfur content as of the end of November 2025 was 0.44%, which complies with the EIA requirement of an annual average not exceeding 0.45% and a maximum per shipment of 0.60%, not exceeding 0.70%. Additionally, the project fully complied with various environmental impact prevention and mitigation measures, covering air quality, noise levels, surface water quality, waste management, ecosystem and seawater quality, public health and safety, and visual aesthetics.
Regarding Corporate Social Responsibility (CSR) activities during September - November 2025, BLCP Power Plant implemented various projects, such as the Leaf Fertilizer Project, aquatic animal release, ECO Tourism Project, and SEACRAFTY Project, which generated income and supported the community. Furthermore, taxes were consistently paid, and contributions were made to the Community Development Fund. The company also collaborated with the Friends of the Community Association to organize a tutoring program to prepare over 35,000 students for university entrance exams.
