The 84-3/2566 Meeting of the Environmental Impact Prevention, Mitigation, and Monitoring Plan Committee for BLCP Power Company Limited's Coal Transshipment Port Project was held on Friday, September 22, 2023, from 09:30 to 11:30 at Meeting Room 204, Map Ta Phut Industrial Port Office Building, with Mr. Porntep Phuripat, Deputy Governor (Operations Line 3) of the Industrial Estate Authority of Thailand, as chairman. The meeting acknowledged the chairman's announcements and approved the minutes of Meeting No. 83-2/2566.
Ms. Nongnapat Wannakowit from UAE Co., Ltd. presented the results of environmental impact monitoring between June and August 2023. Noise levels measured at the power plant in July 2023 were 62.2-63.3 dBA (24-hour average) and a maximum of 69.9-89.5 dBA, complying with specified standards. Water discharged from the cooling water canal in July 2023 showed no mercury, cadmium, or chlorine, complying with effluent standards. The maximum seawater temperature was 31.9 °C in July 2023. The overall seawater quality in Map Ta Phut Bay, including marine ecological quality indices, was found to meet standards and be suitable for marine life.
Ms. Sineenart Khanthaballang from BLCP Power Company Limited summarized operational results between June and August 2023. A total of 983,660 tons of coal were docked. The average sulfur content in coal was 0.43% and a maximum of 0.49%, complying with EIA requirements. Power plant units 1 and 2 generated a total of 1,480,642 MWh-net and 1,483,942 MWh-net of electricity, respectively. 149,783.16 tons of fly ash and 34,924.98 tons of bottom ash were exported, along with 7.65 tons of hazardous waste and 164.56 tons of other non-hazardous waste. Air quality discharged from the stacks and general ambient air quality in the Map Ta Phut area, including sulfur dioxide, nitrogen dioxide, opacity, and particulate matter, were within the specified standards.
The working group monitoring compliance with environmental impact mitigation measures for the BLCP Power Plant and Coal Transshipment Port Project between June and August 2023 found full compliance with various measures, including air quality, noise quality, surface water quality, waste management, ecosystem and seawater quality, and water transportation. Regarding a community question about coal transshipment vessels anchoring outside the pier, Mr. Chatree Chokprayuratien clarified that if water levels prevent docking, vessels would anchor for no more than 12 hours. The 4/2566 monitoring on August 10, 2023, had no additional recommendations.
Ms. Kallayanee Hakhwamsook from BLCP Power Company Limited summarized CSR activities between June and August 2023. This included submitting over 7,648 million Baht in VAT and withholding tax, and contributing 59 million Baht to the Electricity Development Fund. Additionally, continuous social and environmental activities were organized, such as the "Good Port, Good School with BLCP" project, awarding 40 "BLCP Good Student Scholarships" and 85 "Community Friend Scholarships," totaling 13.9 million Baht. Other activities included "Crab Condo Construction," receiving the "Green Industry Level 4" award and the "Environmental and Safety Governance Flag," as well as participating in royal tree-planting activities and community mobile medical units.
