Marine Ecosystem Restoration Project at Koh Saket, Phase 3
Project Background
Koh Saket, also known as Koh Saket Phet, has long been a tourist destination in Rayong Province. It is a small island located only 3-4 kilometers from Hat Sai Thong beach, under the administration of Maptaphut Municipality. Mr. Phet Suwannakut was granted a concession and developed it into a resort by building dozens of bungalows on the island, attracting a continuous stream of tourists. However, there are no longer any accommodations today.
Subsequently, the Eastern Seaboard area was developed into a petrochemical industrial zone. This led to the expropriation of 6,000 rai of land adjacent to the old Hat Sai Thong beach for the construction of Maptaphut Industrial Estate. Additionally, land reclamation was carried out to expand factory sites. As a result, sea waves eroded Hat Sai Thong beach, Hat Saeng Chan beach, and Rayong Estuary, causing damage to the coastline. Hat Sai Thong and Hat Saeng Chan beaches were transformed into a breakwater, leaving only their names in the memories of locals and tourists to this day. Not long after the establishment of petrochemical industrial plants, the atmosphere around Hat Sai Thong beach became heavily polluted with environmental toxins. Tourists began to seek other destinations, and the resort businesses on Hat Sai Thong beach and Koh Saket collapsed. Koh Saket has been abandoned and left desolate ever since.
Subsequently, the Industrial Estate Authority of Thailand (IEAT) handed over the island to Rayong Province. Rayong Province then entrusted it to Maptaphut Municipality, which became the responsible authority for the area, allowing the island and its beaches to exist naturally.

NoteFrom the coral cultivation experiment conducted in 2018 on the northern side of the large rock formation, it was found that the coral nursery rafts were affected by a storm, causing significant damage to the corals. Therefore, the surviving corals were relocated for cultivation at Koh Kai Tia, Marine Corps Command, Sattahip, Chonburi Province. A Memorandum of Understanding (MOU) was also signed between the company and the Marine Corps, and the progress was closely monitored. However, it was found that all the corals died. The summary report from 2018 concluded that the area around Koh Saket is not yet suitable for coral restoration, as corals are sensitive organisms and the water quality has a relatively high sediment content, making the environment unfavorable for coral growth.
In 2019, the operational plan was adjusted to align with the objective of restoring the ecosystem at Koh Saket, and an MOU was signed with the Marine Corps Command. Based on the previous operational results, in 2020, the plan will be revised to include activities such as collecting waste on Koh Saket and underwater waste collection. This aims to conserve and restore marine resources and the marine ecosystem, and also fosters cooperation between the company, fishing groups, communities, and government agencies.
