The 78-1/2564 Meeting of the BLCP Power Station Tripartite Committee was held on Wednesday, March 31, 2564, with Mr. Wira Mawichak as Chairman. The meeting acknowledged the retirement of Ms. Parichart Assawakul and the appointment of Mr. Adisorn Wangmoon as the management representative for this and future meetings. Additionally, the meeting resolved to approve the minutes of the 76-2/2563 meeting, which was held on July 30, 2563.
BLCP Power Station reported on its operational performance, having successfully passed the audit of its ISO 14001 Environmental Management System and ISO 45001 Occupational Health and Safety Management System with no non-conformities found. It also successfully passed the audit of its Information Security Management System (ISMS)/ISO 27001:2013 by Bureau Veritas Certification (Thailand) Co., Ltd., also with no non-conformities. Regarding the annual maintenance activities for machinery and equipment in 2563, Unit 2's maintenance was conducted from November 8-18, 2563, and Unit 1's from December 5-15, 2563. Strict measures were implemented to prevent and care for the 800-900 contractors working on-site under the COVID-19 situation.
In terms of social and environmental responsibility, BLCP Power Station received 8 significant awards, including the Carbon Footprint of Product Award, the Smart ECO 4.0 Award, the Environmental and Safety Governance Award, the Green Industry Level 4 Award, and the National Disease-Free, Safe, and Happy Workplace Award. Additionally, CSR activities were conducted between July and September 2563, such as the return of over 7,202 million Baht in value-added tax and withholding tax, the provision of 40 "Nong-Nong Rian Dee Kub BLCP" (Good Students with BLCP) scholarships totaling 150,000 Baht, the participation in planting 400 clumps of seagrass at Koh Saket, and the organization of 16 community mobile medical unit projects.
Operational results for the power station and coal-unloading port between July and September 2563 showed a total of 1,030,344 tons of coal unloaded from the Hunter Valley source. The average sulfur content was 0.42%, which complies with the EIA requirements of an annual average not exceeding 0.45% and a maximum per shipment not exceeding 0.70%. The total net electricity generation from both units was 2,965,631 MWh-net, and a total of 126,116.92 tons of fly ash and 8,996.46 tons of bottom ash were exported.
Environmental quality monitoring results for July 2563 indicated that the air quality discharged from the power plant stacks, the water quality in the cooling water discharge canal, the ambient air quality in the Map Ta Phut area, and the seawater quality at 3 stations around Map Ta Phut Bay, as well as marine ecological quality, all met the relevant standards and requirements. Furthermore, sediment samples collected from 21 points around the coal-unloading port in July 2563 for analysis of coal accumulation beneath the sea showed no coal contamination in the sediment.
The working group monitoring compliance with environmental impact mitigation measures for the power station and coal-unloading port between July and September 2563 found that BLCP Power Station fully complied with various measures, including those for air quality, noise levels, surface water quality, waste management, ecosystem and marine water quality, water and land transportation, public health and safety, and aesthetics. However, recommendations were made to increase caution in coal storage and to promptly disseminate emergency information to the community. Full details are in the attached file.
