The 86-1/2567 Meeting of the Committee for Supervising the Environmental Impact Prevention, Mitigation, and Monitoring Plan for BLCP Power Company Limited's Coal Terminal Project was held on 29 March 2024 at Meeting Room 204, Map Ta Phut Industrial Port Office Building. Mr. Anuchit Sawat, Director of Map Ta Phut Industrial Port Office, chaired the meeting. The meeting acknowledged the agenda notification and approved the minutes of the previous meeting.
Environmental monitoring results from December 2023 to February 2024 by UAE Co., Ltd. indicated that general noise levels, seawater temperature, and the quality of water discharged from the cooling water canal, as well as seawater quality and marine ecology in Map Ta Phut Bay, all met the specified standards. For example, the 24-hour average noise level was 57.3-59.9 dBA, and the maximum seawater temperature was 30.1 °C, which did not exceed 2°C above natural temperature.
Regarding the operations of the BLCP Power Plant and Coal Terminal from December 2023 to February 2024, a total of 852,666 tons of coal were unloaded from vessels, with an average sulfur content of 0.39-0.42%, which complies with EIA requirements. Additionally, Power Plant Units 1 and 2 generated a total of 967,018 MWh and 1,223,891 MWh of electricity, respectively. A total of 108,053.79 tons of fly ash and 19,703.12 tons of bottom ash were managed, along with hazardous and non-hazardous waste, using appropriate methods.
Air quality monitoring results for stack emissions and ambient air in the general Map Ta Phut area indicated that sulfur dioxide, nitrogen dioxide, opacity, and particulate matter from the stacks, as well as total suspended particulate matter and PM10 in the ambient air, all met EIA standards and general air quality standards. The power plant underwent a shutdown for maintenance during this period.
The project fully complied with environmental impact prevention and mitigation measures, and the monitoring committee found no additional recommendations. Furthermore, the company continuously carried out corporate social responsibility activities, such as returning a total of 129 million baht in VAT and withholding tax, and contributing a total of 44 million baht to the Electricity Development Fund, as well as social and environmental development projects like the leaf fertilizer project, aquatic animal release, and educational support.
The meeting included suggestions and inquiries from the committee, such as extending the period for sulfur content summary, clarifying waste calculation units and reasons for increased values, and increasing air quality monitoring points in the community.
