The Meeting Report of the Environmental Impact Mitigation Measures Monitoring Working Group for the BLCP Power Company Limited's Coal Power Plant and Coal Terminal Projects, Operational Phase, No. 3/2563, was held on March 15, 2564 B.E., from 09:00-12:00, at the Meeting Room, Kiang Saket Energy Building. Mr. Jomjet Duangsuk, acting on behalf of the Working Group Chairman, presided over the meeting, with representatives from the Map Ta Phut Industrial Port Office, various communities, and BLCP Power Station in attendance.
The meeting acknowledged and approved the report of Meeting No. 3/2563, dated November 17, 2563 B.E. Subsequently, BLCP Power Company Limited presented a summary of the project's environmental impact monitoring results for November 2563 B.E. to February 2564 B.E. It was found that 9 coal transport vessels had a sulfur content of 0.20-0.49%, which did not exceed the EIA requirement of 0.70%, with an average of 0.42%. The average raw water consumption was 1,444.29-1,552.71 cubic meters/day, and the average wastewater entering the treatment system was 1,255.97-1,733.29 cubic meters/day. The quality of the treated wastewater met all standards.
Regarding waste management, it was found that the total non-hazardous waste amounted to 16.98, 61.33, 2.03, and 172.31 tons, and total hazardous waste amounted to 8.09, 30.77, 5.16, and 3.79 tons, respectively, each month. The amount of bottom ash transported from the power plant ranged from 4,431.09-5,049.05 tons/month, and fly ash ranged from 25,454.05-38,989.05 tons/month.
The results of air quality monitoring from the stacks and in the ambient atmosphere, as well as water quality from the cooling water discharge canal, showed that the emissions of sulfur dioxide (SO2), nitrogen dioxide (NOx), and particulate matter from the stacks were all within the EIA standards. Furthermore, ambient air quality and water quality from the cooling water discharge canal also met the standards. However, an observation was made regarding higher-than-normal particulate matter from Stack Unit 1 during November 13-16, 2563 B.E., due to the replacement of coal pulverizer A, which was rectified by ceasing the use of coal pulverizer A.
The meeting received suggestions from representatives of Krok Yai Cha community regarding the temperature of water discharged into the sea, the presentation of statistical results, and the duration of coal unloading. BLCP Power Station acknowledged these and will implement improvements based on the suggestions. Additionally, inquiries were made about power outages and emergency repairs for burst water pipes, which the power plant clarified were unforeseen circumstances and had been rectified.
For the environmental impact mitigation measures compliance monitoring for March 2564 B.E., inspections were conducted around the BLCP pier area and the project's water discharge points.
