Meeting Minutes of the Working Group for Monitoring Environmental Impact Mitigation Measures for the Coal-fired Power Plant and Coal Port Project of BLCP Power Co., Ltd., No. 1/2563, held on January 29, 2020, at Meeting Room 101, Administration Building, with Mr. Arjanpon Thongsom as Acting Chairman of the Working Group and Dr. Jirawan Champaneel as Secretary, to monitor the environmental performance of the project.
Environmental monitoring results for November-December 2019 showed that the sulfur content in coal unloaded by 4 vessels was between 0.29-0.44%, which complies with the EIA requirement of not exceeding 0.70%. The average raw water consumption was 2,022.23 and 2,298.87 cu.m./day, and the quality of treated wastewater met all standards. Additionally, a total of 72.23 tons (Nov) and 263.67 tons (Dec) of non-hazardous waste were transported, and a total of 16.67 tons (Nov) and 93.34 tons (Dec) of hazardous waste, including a large quantity of bottom ash and fly ash removed from the power plant.
Air quality discharged from the power plant stacks and ambient air quality were generally within EIA-specified standards, except for the 24-hour average Total Suspended Particulate (TSP) value for Unit 1 on December 17, 2019, which was 46.51 milligrams per cubic meter, exceeding the standard. This was due to a rapid increase in production capacity as ordered by EGAT, and the power plant immediately rectified the issue. Additionally, TSP values exceeding the standard were found at Station A Wat Takuan and PM10 values exceeding the standard were found at Station B Soi Thoed Thai Muslim due to faulty monitoring equipment, which BLCP has already rectified.
The meeting involved inquiries and clarifications on various issues such as sulfur value reporting, waste residue management, control of seawater discharge temperature from the power plant, and safety screening of crew members docking to prevent epidemics (COVID-19). BLCP clarified that the crew members docking were the same group and had already been screened. Furthermore, BLCP clarified media reports of oil slicks, stating they were caused by a fisherman's fiberglass boat, not from the plant.
Photos of activities monitoring compliance with environmental impact mitigation measures in the power plant area in January 2020 were presented, with full details available in the attached file. A study visit to Srinakarin Dam, Kanchanaburi Province, was scheduled for May 24-26, 2020, and the next meeting was scheduled for March 2020.
