Meeting Minutes of the Working Group for Monitoring Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant and Coal Port Project, No. 1/2565, held on January 27, 2565, from 10:00-11:00 via online system. Mr. Jomjet Duangsuk, acting on behalf of the Chairman of the Working Group, presided over the meeting. The meeting acknowledged and approved the minutes of Meeting No. 1/2564, which was held on March 15, 2564.
Environmental impact monitoring results for July-December 2564 showed 14 coal-carrying vessels entered. The maximum sulfur content was 0.50% and the average was 0.40%, which complies with the EIA report requirements. Regarding raw water and wastewater usage, the project's average raw water consumption was 1,026.06-1,335.73 cu.m./day, and the quality of treated wastewater met all standards.
Regarding waste and refuse management, the volume of non-hazardous waste was between 19.890-249.077 tons, and hazardous waste was between 4.490-26.313 tons. The main contractors were Better World Green Public Company Limited and Samke Recycle Company Limited. Additionally, the volume of bottom ash transported from the power plant was between 2,944.63-6,492.73 tons/month, and fly ash was between 31,596.38-51,230.24 tons/month.
Air quality monitoring results for stack emissions and ambient air quality during July-December 2564 showed that the levels of sulfur dioxide, nitrogen dioxide, and particulate matter from the stack, as well as the average total suspended particulates (TSP), particulate matter less than 10 microns (PM10), and various gases in the ambient air at all 4 community stations, all complied with the EIA standards.
Regarding inquiries from the community, Ms. Lamphoei Waewsiang and Mr. Maitree Rodpon inquired about jellyfish entering the system. Mr. Phumsak Noinit clarified that there were no issues in 2564 and that he would coordinate with the Public Relations team to provide monitoring information for 2565. Mr. Samak Onglaor inquired about soil and cement debris. Mr. Pachara Chuathong clarified that it was a result of road maintenance and that the waste disposal contractor would handle it. The meeting acknowledged the results of the environmental impact mitigation measure compliance check for January 2565 via online system and scheduled the next meeting for March 2565.
