Meeting Report of the Working Committee for Monitoring Compliance with Environmental Impact Mitigation Measures of the Coal-fired Power Plant and Coal Port Project of BLCP Power Co., Ltd. No. 1/2020 for January 2020, held on January 29, 2020, at Meeting Room 101, Administration Building. Mr. Atchapon Thongsom, acting on behalf of the Committee Chairman, opened the meeting, and the meeting acknowledged and approved the previous meeting report No. 6/2019.
Environmental impact monitoring results for November-December 2019 showed 4 coal unloading vessel trips with sulfur content ranging from 0.29-0.44%, and the maximum value of 0.63% was still within the EIA standard of 0.70%. Average raw water consumption was 2,022.23 and 2,298.87 cubic meters/day, and average wastewater entering the treatment system was 1,304.16 and 1,331.35 cubic meters/day. The quality of treated wastewater met all standards.
Waste management in November-December 2019 included a total of 72.23 tons (Nov) and 263.67 tons (Dec) of non-hazardous waste, and a total of 16.67 tons (Nov) and 93.34 tons (Dec) of hazardous waste. The amount of bottom ash transported from the power plant was 2,780.46 tons in November and 2,229.33 tons in December. Fly ash amounted to 27,373.75 tons in November and 27,492.48 tons in December.
Air quality monitoring results for stack emissions and ambient air were mostly in compliance with standards, except for the 24-hour average total particulate matter value of Unit 1 on December 17, 2019, which was 46.51 milligrams per cubic meter, exceeding the standard due to a rapid increase in production capacity as per the Electricity Generating Authority of Thailand's (EGAT) order. The project has implemented corrective actions and discussed with EGAT to prevent future issues. Additionally, issues were found with particulate matter monitoring equipment at some AQMS stations, which have since been rectified.
Monitoring of compliance with environmental impact prevention and mitigation measures in the power plant area was conducted for January 2020, with activity photos showing inspections within the power plant area, depicting staff in operational attire inspecting or observing the power plant area. The meeting discussed and answered questions on various issues, such as reporting coal sulfur content, waste residue management, and measures to prevent the spread of Coronavirus (COVID-19) from coal unloading vessels. It was confirmed that crew members arriving with coal unloading vessels did not undergo team changes. The next meeting will be held in March 2020.
