Meeting Report No. 2/2562 of the Monitoring Working Group on Compliance with Environmental Impact Mitigation Measures for the BLCP Coal-fired Power Plant and Coal Port Project, for March 2562, held on March 11, 2562. Representatives from the Map Ta Phut Industrial Port Office, community leaders, and BLCP Power Station staff attended. The meeting acknowledged and endorsed Meeting Report No. 1/2562 and noted the schedule for the Tripartite Committee and Action Plan Oversight Committee meetings in March and April 2562.
Environmental monitoring results for January-February 2562 showed that the sulfur content in coal unloaded from 5 vessels was between 0.33-0.46%, which did not exceed the EIA requirement of 0.70%. Average raw water consumption was 1,248.19 and 1,216.84 cubic meters/day, and the quality of treated wastewater met all standards. Waste management included a total of 67.19 tons (Jan) and 30.355 tons (Feb) of non-hazardous waste, and 5.45 tons (Jan) and 20.735 tons (Feb) of hazardous waste. The amount of ash transported out of the power plant, including heavy ash and fly ash, was reported separately each month.
Air quality discharged from stacks and ambient air quality mostly met EIA standards, except for Soi Thoed Thai Muslim station, where PM10 exceeded the standard on January 28, 2562, due to dirty equipment, and Wat Ta Kuan station, where SO2 exceeded the standard between January 23-29, 2562, which was caused by painting at the station. Both cases have been rectified and returned to normal. Water quality discharged from the cooling water discharge canal met all standards for all parameters.
Wastewater management systems in the project area were monitored, and Ms. Jiraporn Trairin from BLCP Power Station presented details of the 3-part wastewater treatment system: wastewater treatment from production processes, wastewater treatment from the coal yard, and wastewater treatment from office buildings. Each system has treatment steps and either reuses the water or discharges it according to specified standards.
The Working Group inquired and made additional suggestions, such as coral surveys in the Map Ta Phut Industrial Estate area, the progress of PTT's natural gas pipeline project, wastewater management during heavy rainfall, and the use of animal waste in wastewater treatment. Additionally, an announcement was made for the Working Group's annual site visit for 2562 to Lamtakong Cholpawatana Power Plant, Nakhon Ratchasima Province, on May 26-27, 2562.
The next meeting (No. 3/2562) is scheduled for May 2562. The secretariat will inform the Working Group accordingly. All details are in the attached file.
