Meeting Report of the Monitoring Working Group on Compliance with Environmental Impact Mitigation Measures for the BLCP Power Company Limited's Coal-fired Power Plant and Coal Terminal Project, 3rd/2562 Meeting, for June 2562 B.E. The meeting was held on June 6, 2562 B.E., at the Meeting Room, Kiangsaked Building, BLCP Power Station, with Mr. Atchapon Thongsom acting as Chairman of the Working Group. The meeting acknowledged the opening and approved the minutes of the 2nd/2562 meeting, with a correction to the area information from "Wat Takuan" to "Ban Takuan Community".
Environmental Impact Monitoring Results for March-April 2562 B.E. by BLCP Power Company Limited found that there were 5 coal unloading vessels with sulfur content ranging from 0.27-0.49%, which did not exceed the maximum EIA-specified value of 0.70%. Average raw water consumption was 1,148.58 and 1,230.00 cubic meters/day, and the quality of all treated wastewater was within standards.
Regarding waste management in March-April 2562 B.E., a total of 89.815 tons of non-hazardous waste and 24.495 tons of hazardous waste were found. Additionally, the quantities of bottom ash and fly ash transported from the power plant were as reported: in March, 5,046.58 tons of bottom ash and 49,988.43 tons of fly ash; in April, 3,691.22 tons of bottom ash and 46,730.38 tons of fly ash.
Results of air quality monitoring from the power plant stack and ambient air quality, including water quality discharged from the cooling water discharge canal during March-April 2562 B.E., showed that all parameters met the EIA-specified standards and all relevant standards.
The meeting discussed various issues such as coral reef surveys, waste management, 100% Suek coal combustion testing, and channel dredging. The project clarified information and received suggestions from the Working Group and community representatives.
During the environmental impact mitigation measures monitoring for June 2562 B.E., while coal unloading activities were ongoing, the Working Group observed a leak at the project's coal unloading pier. It was thus resolved that the project should rectify the area. Full details are in the attached file, and the next meeting is scheduled for July 2562 B.E.
