The Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures for the BLCP Power Company Limited's Coal-Fired Power Plant and Coal Port Project held its 1/2562 meeting on January 23, 2562, from 09.00-12.00 hrs. at the Generator Meeting Room, Administration Building, with Ms. Patrawadee Pannun acting as chairperson.
The meeting acknowledged the “Care Life Drive Safe” activity for road safety and approved the 6/2561 meeting report (November 20, 2561). Additionally, Mr. Nopparat Wong-anurakchai presented the 2562 annual meeting plan for the Working Group for Monitoring Environmental Prevention and Mitigation Measures, which covers various inspection areas such as the coal yard, conveyor belt control room, and project port.
Ms. Sineenart Khanthaballang reported on the environmental impact monitoring results for November-December 2561. It was found that two coal shipments had sulfur content of 0.26-0.41%, which is within the EIA specified limit (maximum 0.70%). The average for 2561 was 0.42%. Average raw water consumption was 1,316.17 and 2,002.35 cubic meters/day, respectively, and treated wastewater quality met all standards.
Regarding waste management in November-December 2561, total non-hazardous waste was 107.15 and 142.32 tons, and total hazardous waste was 30.21 and 42.90 tons, respectively. The discharge of bottom ash and fly ash from the power plant was in accordance with the specified plan. Air quality discharged from the stack (SO2, NOx, particulate matter) fully complied with EIA standards.
The results of ambient air quality monitoring by the AQMS system showed that most parameters complied with standards, except for PM10 measured at Mab Chalood (November 4, 2561) and Soi Thoed Thai Muslim (December 21, 2561), which were caused by dirty equipment and seasonal weather conditions, respectively. The SO2 at Soi Thoed Thai Muslim (December 14-15, 2561) was not caused by the power plant. Water quality discharged from the cooling water discharge canal met standards. Mr. Anuchit Sawaeng-ha suggested continuous monitoring for illegal burning of charcoal/waste.
Additionally, three study visit locations were presented, and compliance with environmental prevention and mitigation measures in the project area for January 2562 was monitored. Methods for monitoring coal temperature and water spraying in the coal yard and on coal conveyor belts were presented. Full details are in the attached file.
