Meeting Report of the Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures for the BLCP Coal-Fired Power Plant and Coal Terminal Project for November 2562, held on November 21, 2562, at the Map Ta Phut Industrial Port Office, with Mr. Atchapon Thongsom acting as Chairman. The meeting acknowledged the opening of the meeting and approved the minutes of the 5/2562 meeting dated September 19, 2562.
Ms. Sineenart Khanthaballang from BLCP Power Station presented the results of environmental impact monitoring for September-October 2562. It was found that 5 coal-carrying vessels had sulfur content of 0.41-0.62%, which is within the specified EIA criteria (not exceeding 0.70%). The average raw water consumption was 1,108.20 and 1,134 cubic meters/day, respectively, and all treated wastewater met the standards.
Regarding waste management in September-October 2562, it was found that total non-hazardous waste was 21.57 tons (Sep) and 209.17 tons (Oct), while total hazardous waste was 50.34 tons (Sep) and 70.78 tons (Oct). The amount of bottom ash transported from the power plant in September and October 2562 was 5,319.72 tons and 5,385.85 tons, respectively, while fly ash was 44,608.06 tons and 48,948.09 tons, respectively.
The results of monitoring air quality discharged from stacks and ambient air quality, including water quality discharged from the cooling water discharge canal in September-October 2562, showed that all parameters met the specified standards.
The meeting had recommendations, such as controlling smoke discharged from stacks during the shutdown for maintenance from December 1-23, 2562, and informing the community about the progress of the navigation channel dredging work. Dr. Jirawan Champaneel clarified that the project is awaiting a permit from the Rayong Regional Marine Office.
For the environmental impact mitigation measures compliance monitoring for November 2562, a visit was made to the Environmental Quality Monitoring and Control Center, Map Ta Phut Industrial Estate, which displays CCTV footage and environmental data, and the ambient air quality monitoring station by AQMs System, Station D, Wat Mab Chalood.
