Meeting Report of the Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures for BLCP Power Company Limited, 5th/2562 Meeting, for September 2562. The meeting was held on September 19, 2562, at Meeting Room 101, Administration Building, with Mr. Atchapon Thongsom acting as Chairman of the Working Group. The meeting acknowledged and approved the minutes of the 4th/2562 meeting held on July 30, 2562.
BLCP Power Station announced its 2562 annual maintenance shutdown plan for Unit 1 from November 3-25, 2562, and for Unit 2 from December 1-23, 2562. Approximately 1,000 contractors are expected, and the project has prepared accommodation, drinking water, and material storage areas. Additionally, the environmental impact monitoring results for July-August 2562 were presented.
Inspection results showed that the average sulfur content in coal was 0.44%, which is within the specified criteria. Average raw water consumption was 1,252.55 and 1,273.94 m³/day, and average wastewater entering the treatment system was 1,550.41 and 1,474.74 m³/day in July and August, respectively. The quality of treated wastewater met all standards. Regarding waste management, 15.24 tons of non-hazardous waste were recorded in July and 31.44 tons in August. There was no hazardous waste in July, but 6.22 tons were recorded in August.
Regarding air quality, sulfur dioxide (SO2), nitrogen dioxide (NOx), and particulate matter emissions from the power plant stacks, as well as ambient air quality and water quality discharged from the cooling water discharge canal, all met the EIA standards. However, Unit 2's EP dust collection system was damaged, leading to a slight increase in particulate matter, though still within standards. Repairs will be carried out during the annual maintenance shutdown.
The meeting inquired about industrial waste material management and the temperature of discharged water. BLCP Power Station clarified that the temperature of water discharged into the sea is monitored not to exceed 40°C to prevent impacts on marine life.
Additionally, compliance with environmental impact mitigation measures at the coal-handling pier area was also monitored. It was recommended to clean the conveyor belt on the Mesh Belt conveyor equipment near the cooling water canal. The next meeting was scheduled for November 2562, with a proposal to visit the monitoring center and the project's AQMS air quality monitoring station.
