Meeting Report of the Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures for the BLCP Power Station Project No. 5/2018, held on September 6, 2018, from 09.00-12.00 at the Generator Meeting Room, Administration Building. Mr. Attapol Nithisunthornwit acted as Chairman of the Working Group. The meeting approved the minutes of Meeting No. 4/2018 dated July 17, 2018, with amendments regarding tree felling along the power line and public relations for EGAT's maintenance activities.
BLCP Power Station announced its annual machine shutdown schedule for 2018. Unit 1 will be shut down for maintenance from September 9-30, and Unit 2 will undergo major maintenance from October 14 - December 24. During this period, random alcohol tests will be conducted on contractors, with 100% testing for Unit 2 maintenance. Furthermore, the power plant successfully passed the audit to maintain its ISO 14001 and OHSAS 18001 certifications without any non-conformities. It also maintained its Eco-Industrial Factory standard for the 4th consecutive year, and Mr. Phumsak Noinit was appointed as SHE Leader.
Environmental impact monitoring results for July-August 2018 showed that 5 coal barges had sulfur content ranging from 0.29-0.44%, which is within the specified limit (not exceeding 0.70%), with a cumulative average of 0.43%. Average raw water consumption was 1,148.65-1,258.13 cubic meters/day, and treated wastewater quality met all standards. Air quality discharged from stacks and in the general atmosphere, as well as water quality discharged from the cooling water discharge canal, all indices met the specified standards.
Regarding waste management, in July-August, non-hazardous waste amounted to 22.98 and 26.81 tons, respectively. Hazardous waste in August was 5.24 tons. The total heavy ash and fly ash transported in July was 57,157.79 tons, and in August, it was 51,862.59 tons. Marine animal carcasses found in the cooling water intake canal, such as jellyfish, shells, and barnacles, will be disposed of according to the quantities found.
The Working Group monitored the readiness preparations before the machine shutdown for maintenance and received an explanation of the operation of the COD Online Analyzer installed at the end of the cooling water discharge canal and the wastewater treatment pond. BLCP Power Station explained its pollutant management to the environment and operational procedures in case of an alarm signal. High-temperature water alarms in the cooling water discharge canal are set at 3 levels (39.5, 39.8, 40.0 degrees Celsius), which will lead to a reduction in power generation if necessary.
