The 4/2561 meeting of the Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures for BLCP Power Limited, for July 2561, was held on July 17, 2561, from 09.00-12.00 at the Generator Meeting Room, Administration Building. Mr. Attapon Nithisunthornwit, acting on behalf of the Chairman of the Working Group, presided over the meeting. The meeting acknowledged the promotion of the "Pan Pai Ploi" (Cycling to Release) activity on August 5, 2561, which aims to conserve aquatic species and use proceeds to purchase medical equipment for hospitals in the Map Ta Phut area. Additionally, the meeting approved the minutes of the 3/2561 meeting dated May 21, 2561, with a correction to the temperature of water discharged from Unit 1 from 37.3 to 39.3 degrees Celsius.
Ms. Sineenart Kanthaballang from BLCP Power Station announced the annual maintenance schedule for 2561. Unit 1 will be shut down for maintenance from September 9-30, 2561, and Unit 2 will undergo major 10-year overhaul maintenance from October 1 - December 19, 2561. The meeting acknowledged this schedule.
The results of the project's environmental impact monitoring for May-June 2561 showed that the sulfur content in the coal unloaded from 4 vessels was 0.36-0.43%, which did not exceed the 0.70% limit specified in the EIA report. The average daily raw water consumption and water entering the wastewater treatment system, as well as the volume of seawater entering and exiting the cooling system, were clearly reported. All treated wastewater quality values were within standards.
Regarding waste management for May-June 2561, a total of 2.94 and 12.32 tons of hazardous waste and 16.64 and 911.65 tons of non-hazardous waste were transported, respectively. Furthermore, the quantities of bottom ash and fly ash transported from the power plant in May and June 2561 were clearly reported. The results of air quality monitoring for stack emissions (SO2, NO2, particulate matter) and ambient air quality (TSP, PM10, SO2, NO2), as well as water quality discharged from the cooling water canal, showed that all indices complied with EIA standards.
The meeting raised questions and offered suggestions on various issues, such as methods for disposing of marine animal carcasses. BLCP clarified that the disposal contractor uses landfilling and will coordinate collection when Bloom cleaning occurs. Suggestions were also made to consider hiring local labor and supporting community enterprises during maintenance shutdowns. Furthermore, Mr. Nopparat Wong-anurakchai summarized the key points of the Environmental Act (No. 2) B.E. 2561, which will come into effect on July 18, 2561.
Under ongoing matters, inquiries were made regarding the installation of an online COD meter and the meaning of the abbreviation "SV" on the Pressure Indicator screen, as well as marine activities near the signal transmission line outside the project area. BLCP clarified that these are maintenance activities for the Electricity Generating Authority of Thailand (EGAT) signal transmission line, and relevant agencies and the community have been informed.
