The Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures for the BLCP Power Company Limited's Coal-fired Power Plant and Coal Port Project held its 2/2017 meeting on March 20, 2017, at the Generator Meeting Room, Administration Building. Ms. Nalinee Kanjanamaie, Director of Map Ta Phut Industrial Port Office, chaired the meeting. The meeting acknowledged the Safe Fishing Campaign Project and the roles and responsibilities of the Map Ta Phut Industrial Port Office, as well as the progress of the Map Ta Phut Industrial Port Development Project Phase 3.
The meeting approved the minutes of the 1/2017 meeting dated January 17, 2017, and heard a presentation on BLCP Power Plant's water usage diagram and wastewater treatment system. Wastewater will have its pH adjusted to 7 and oil separated before treatment, then used for watering plants and cleaning the boiler area. Sludge will require a permit for off-site disposal by external agencies, with a transport manifest required for every shipment. Additionally, a plan for jellyfish prevention at the cooling water intake canal was presented, involving net installation and coordination with fishing groups. The problematic jellyfish species are "Som-O" and "Hua-Waen" jellyfish.
For the environmental quality monitoring results from January to February 2017, it was found that 5 coal shipments had sulfur content ranging from 0.26-0.49%, which is within the specified criteria (maximum not exceeding 0.70% and average not exceeding 0.45%). Average raw water consumption was 1,662.30 m³/day, and average wastewater entering the treatment system was 1,089.00 m³/day. All treated wastewater quality parameters met the standards. The amount of bottom ash transported out was 6,256.59 tons in January and 6,015.78 tons in February. Fly ash amounted to 50,155.17 tons in January and 40,556.09 tons in February.
Air quality monitoring results from stacks and ambient air, as well as water quality discharged from the cooling water discharge canal, for January to February 2017, showed that all parameters met the specified standards, except for PM10 particulate matter at the Takuan monitoring station in February 2017, which exceeded the standard. It was clarified that this was due to nearby construction activities, such as cement mixing. For managing high seawater temperatures, the method involves reducing power generation to control the discharge water temperature to not exceed 40 degrees Celsius and a change of no more than 2°C from natural conditions.
At the March 2017 meeting, no issues were proposed for revision or amendment. It was recommended that the Working Group visit the Environmental Monitoring and Control Center (EMCC) and all 4 Air Quality Monitoring Stations (AQMS), as well as learn about coal handling methods and coal temperature measurement at the coal yard, to gain a better understanding of operations.
