Meeting Report of the Working Group for Monitoring and Verifying Compliance with Environmental Impact Mitigation Measures for BLCP Power Company Limited's Power Plant and Coal Unloading Port Project No. 1/2560 for January 2560. The meeting was held on January 17, 2560, at the Generator Meeting Room, Administration Building, with Ms. Nalinee Kanjanama as the Chairperson of the Working Group. The objective of this meeting was to monitor and verify the implementation of the project's environmental impact mitigation measures.
The meeting acknowledged the appointment of the Committee for Supervising the Environmental Impact Prevention, Mitigation, and Monitoring Action Plan and the Working Group for Monitoring and Verifying Compliance with Environmental Impact Mitigation Measures, which will meet every 3 months and 2 months, respectively. In addition, the meeting approved the minutes of Meeting No. 12/2559, and it was clarified that the application for permission to deploy artificial reefs to restore the ecosystem around Koh Saket has been approved, along with a recommendation to inform the community about the installation of signal buoys.
Environmental quality monitoring results for December 2559 found that 2 coal unloading vessels had sulfur content of 0.28-0.41%, which is within the specified criteria (not exceeding 0.70% per trip and an average of 0.41% not exceeding 0.45%). Average raw water consumption was 1,662.30 cubic meters/day, and treated wastewater quality met all standards. Waste management included 28.18 tons of hazardous waste, 185.81 tons of non-hazardous waste, 4,654.94 tons of bottom ash, and 42,342.51 tons of fly ash, all of which were transported out of the power plant.
Results of air quality monitoring from stacks and in the general atmosphere, including water quality discharged from the cooling water discharge canal in December 2559, found that all indices met the specified standards. Clarification was provided regarding the principles of coal selection based on calculations. A water spray system was installed and coal pile temperature was monitored to prevent spontaneous combustion; normally, water is sprayed twice a day. Air quality data from all 4 AQMS stations were sent to the Environmental Monitoring and Control Center (EMCC).
There were no issues proposed for revision or amendment at the meeting, but there was a recommendation that the next meeting be held on a day when coal is being unloaded, so that the Working Group can observe the actual situation and understand the project's water usage plan and wastewater treatment system in detail. The meeting concluded at 11:45 AM, with the next appointment to be announced later.
