The Monitoring Committee for Compliance with Environmental Impact Mitigation Measures of BLCP Power Company Limited's Coal-Fired Power Plant and Coal-Unloading Port Project held its 3/2560 meeting on May 15, 2017, at the Generator Meeting Room, Administration Building. Ms. Nalinee Kanjanamaai chaired the meeting, which acknowledged and approved the minutes of the 2/2560 meeting held on March 20, 2017, with some details amended.
At the meeting, the composition and duties of the committee, including the annual meeting schedule for 2017, were explained. Additionally, Mr. Supoj Kongsak reported details of an accident within BLCP Power Station on May 6, 2017, where 1 garden contractor employee died due to a tractor tire explosion while inflating, resulting in severe injuries and subsequent death. BLCP Power Station is proceeding with legal processes and providing assistance.
Dr. Jirawan Champaneel presented the environmental quality monitoring results for March to April 2017. The average sulfur content in coal was 0.41%, which is lower than the standard value of 0.45%. Average raw water consumption was 2,475.03 cubic meters/day, and treated wastewater quality met all standards. For waste management, total hazardous waste was 58.46 tons in March and 57.75 tons in April, while total non-hazardous waste was 26.78 tons in March and 68.58 tons in April.
Stack emission air quality monitoring results showed that SO2 levels in early March were high but within standard due to FGD system repair. In late April, SO2 was close to EIA values due to jellyfish entering the cooling water intake canal. The project is improving the FGD system to monitor cooling water temperature not to exceed 40°C. NOx and particulate matter were within standards, while ambient air quality and cooling water discharge quality met all specified standards.
Inquiries were made regarding complaints about heavy ash and fly ash transportation. BLCP clarified that no complaints had been received and strict measures are in place to control contractors. Inquiries were also made about measures to prevent jellyfish from entering the system. The project has installed screens and is improving equipment due to the large number of jellyfish and insufficient rotating screens. Details will be presented at the next meeting.
Regarding the results of compliance with environmental impact mitigation measures for the project in May 2017, there were no issues proposed for improvement or correction. The meeting resolved to approve the development of a clear annual site inspection plan and scheduled the 4/2560 meeting for July 2017, which will include a visit to the Environmental Monitoring and Control Center as well as an inspection of the coal storage yard area.
