The 5th/2017 meeting of the Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures for the BLCP Power Station Project was held on September 8, 2017. Mr. Attapon Nitisunthornwit, acting on behalf of the Chairman, opened the meeting and approved the minutes of the 4th/2017 meeting, along with recommendations to record data on jellyfish entering the cooling water canal system and to collect 2 years of particulate matter data from the monitoring center.
BLCP Power Station presented the results of the OHSAS 18001:2017 and ISO 14001:2015 system audits, which were certified without non-conformities. Additionally, the annual machinery maintenance plan for 2017 was announced, with Unit 2 scheduled for maintenance from September 10 to October 2 (22 days) and Unit 1 from October 15 to December 24 (70 days), along with safety and environmental control measures.
Regarding awards and honors, BLCP Power Station received the Green Industry Level 4 Award, Thailand Coal Awards 2017, and the CSR-DIW Continuous Award 2017 (9th year), as well as supporting the Community Forest for Global Warming Reduction Project and the Mangrove Forest Restoration Project, which are expected to absorb approximately 7,000 tons of greenhouse gases.
Environmental monitoring results for July-August 2017 showed that sulfur content in coal, raw water usage, treated wastewater, and effluent quality all met standards. However, increased SO2 and opacity values were observed during some periods due to FGD system testing and system bypass, as well as issues with small jellyfish in the cooling water system. Additionally, PM10 monitoring equipment at Map Chalood station was found to be malfunctioning and is currently under repair.
The meeting discussed the next meeting in November 2017, which will include a visit to all four BLCP Power Station AQMs (Air Quality Monitoring Stations). A recommendation was made to prepare documentation on the operating principles of the monitoring stations for the working group's understanding. All details are in the attached file.
