The 74-4/2562 Tripartite Committee Meeting of BLCP Power Company Limited was held on Thursday, 12 December 2562, from 14.00 – 16.30 hrs. at the Meeting/Seminar Room, Energy Kiang Saket Building, BLCP Power Station. Mr. Wira Mawijak acted as Chairman. The meeting resolved to approve the minutes of the 72-2/2562 meeting, which was held on 27 June 2562.
Under the follow-up agenda, Ms. Wimol Yongpanichkul reported on the progress of Corporate Social Responsibility (CSR) activities and community relations work between July and September 2562. BLCP Power Station received a total of 2,927 visitors during these three months, with cumulative visitors totaling 136,540 since 2544 to the present. Additionally, BLCP Power Station has remitted 8.5 billion Baht in Value Added Tax and Withholding Tax back to the local community from October 2549 to September 2562. The company has also continuously supported souvenirs and snacks from local communities for the 12th consecutive year, and organized social and environmental activities such as the Sufficiency Economy Organic Farming Project, which showcased various project products at SHE Day 2019, as well as 'Thod Pha Pa Samakkee' (merit-making ceremony) for 12 temples, community development, 'Lot Nam Jub Pla' (traditional fish catching), weir construction, aquatic animal release, and mangrove reforestation. Ms. Parichart Assawakul reported on BLCP Power Station's operational performance, stating that the company achieved 5 million man-hours without a Lost Time Injury (LTI) on 14 July 2562, with cumulative operational hours reaching 5.2 million as of 31 August 2562, targeting 5.5 million hours by 5 January 2563. The power station also successfully passed the surveillance audit to maintain its ISO 14001 and ISO 45001 certifications between 12-13 September 2562, and completed the CSR-DIW report verification for the 10th consecutive year. Furthermore, maintenance plans were announced for Unit 1 from 3-25 November 2562 and for Unit 2 from 1-23 December 2562.
Regarding environmental quality monitoring between June and August 2562, Mr. Nopparat Wong-anurakchai reported that the total coal docked amounted to 1,000,815 tons, with an average sulfur content of 0.44% and a maximum of 0.63%. These figures remain within the EIA requirements of an annual average less than 0.45% and a maximum per shipment not exceeding 0.70%. Net electricity generation totaled 1,483,021 MWh-net for Unit 1 and 1,483,159 MWh-net for Unit 2. The exported fly ash and bottom ash amounted to 145,841.70 tons and 14,797.70 tons, respectively. Total hazardous waste was 17.50 tons, and other non-hazardous waste totaled 252.20 tons.
Results from air quality measurements of emissions from the power plant stack and ambient air quality in the general area of Map Ta Phut, as well as water quality discharged from the cooling water canal and seawater quality around Map Ta Phut Bay in July 2562, indicated that all indices were within the prescribed standards. For example, the 24-hour average noise level around the power plant was 60.4-63.0 dBA (standard not exceeding 70), and the seawater temperature increase did not exceed 2°C from natural temperature, which complies with requirements. Furthermore, marine ecological quality monitoring indicated that the water source is suitable for aquatic life.
The working group reported that BLCP Power Station and the coal handling port have fully complied with various environmental impact mitigation measures, including the installation of tarpaulins to prevent coal spillage into the sea. Sediment samples collected near the pier showed no coal contamination. Ms. Parichart Assawakul thanked all attendees for their time, noting that the company provided snacks and travel expenses of 200 Baht per person. The meeting concluded at 16.30 hrs.
