The Meeting of the Environmental Impact Prevention, Mitigation, and Monitoring Plan Oversight Committee for the BLCP Power Company Limited Coal Terminal Project No. 70-1/2019 was held on Friday, April 5, 2019, from 10:00 AM to 12:00 PM at the Map Ta Phut Industrial Port Office, Rayong Province, with Mr. Roengrit Kusolkambot acting on behalf of the Committee Chairman. The meeting acknowledged the minutes of the previous meeting and corrected information regarding the Ministry of Industry Notification B.E. 2548 to B.E. 2549 in Agenda Item 3, concerning the hazard classification of unused coal conveyor belts.
The results of the environmental quality monitoring during the operational phase of the BLCP Power Plant Project in January 2019 found that all indices met the specified standards, including general noise levels (average 61.1-62.4 dBA, maximum 64.1-93.5 dBA), water quality discharged from the cooling water canal (no mercury, cadmium, or chlorine detected), seawater temperature (maximum 28.7°C, with a difference from the reference point not exceeding 0.4°C), and seawater quality in Map Ta Phut Bay (all indices met standards), as well as marine ecological quality, which indicated that the water source is suitable for living organisms.
Summary of BLCP Power Plant and BLCP Coal Terminal operations from December 2018 to February 2019: A total of 733,984 tons of coal were docked, with an average sulfur content of 0.41%, complying with EIA requirements. Net electricity generation totaled 2,673,036 MWh, and 144,435.68 tons of fly ash and 21,658.04 tons of bottom ash were exported. A total of 69.085 tons of hazardous waste and 239.865 tons of non-hazardous waste were managed by licensed companies. Furthermore, the results of air quality monitoring from the stacks and ambient air quality in the Map Ta Phut area were mostly in compliance with standards, except for some periods where PM10 particulate matter and sulfur dioxide levels temporarily exceeded standards due to weather conditions and station maintenance activities.
The project has fully implemented various environmental impact mitigation measures, such as installing water spray systems in the coal storage yard and on coal conveyor belts, preparing drainage channels and collection ponds for water from coal terminal activities, providing tarpaulins between the ship's hull and the pier to prevent coal from falling into the sea, as well as waste management by licensed companies, and landscape management through tree planting and maintaining the coal storage yard to blend with the surrounding industry. In terms of Corporate Social Responsibility (CSR), BLCP Power Plant has continuously organized activities to disseminate corporate information. A total of 2,370 people visited the power plant from December 2018 to February 2019, and 127,684 people in total since 2001. Additionally, there are social and environmental development projects, such as the Organic Farming Project, and the "BLCP Volunteers" activity to improve aquaculture farms affected by Tropical Storm Pabuk. This also includes co-hosting the Thod Pha Pa Samakkee (merit-making ceremony) for 12 temples, and the Mobile Medical Unit for Community Friends project, which served a total of 169 people at Wat Nong Fab.
