The 68-3/2018 Meeting of the Monitoring Committee for the Prevention, Mitigation, and Environmental Impact Monitoring Plan of the BLCP Power Company Limited Coal Terminal Project was held on September 20, 2018, at the meeting room of the Map Ta Phut Industrial Port Office, Rayong Province. Ms. Nalinee Kanjanamaai, acting on behalf of the Chairperson, opened the meeting, and the meeting acknowledged the minutes of the previous meeting No. 67-2/2018. Under the agenda for acknowledgment, Ms. Nongnapat Wannakowit from UAE Co., Ltd. presented the environmental impact monitoring results for the BLCP Power Plant Project, Units 1 and 2, and the Coal Terminal Project for July 2018.
The general noise level monitoring results around the BLCP Power Plant in July 2018 showed that the 24-hour average noise level was 61.2-61.9 dBA and the maximum noise level was 65.1-90.5 dBA, which complies with the standard. Water quality checks of the discharge from the cooling water canal of Units 1 and 2 found that mercury, cadmium, and chlorine were not detected in any index, and the values were within the effluent standards. The maximum seawater temperature measured was 31.8°C with a difference from the reference point not exceeding 2°C, which complies with the requirements of the seawater quality standard. Furthermore, seawater quality at 3 stations around the Map Ta Phut Bay area, including pH, salinity, dissolved oxygen, and other substances, also complied with the prescribed standards.
Regarding marine ecological quality in July 2018, the number of species and quantity of phytoplankton and zooplankton surveyed were groups regularly found in the Eastern Sea. The project has fully complied with various environmental prevention, mitigation, and monitoring measures, such as the installation of pollution treatment systems, windbreak walls at the coal storage yard, provision of noise protection equipment, wastewater treatment for reuse, waste management, installation of tarpaulins during coal unloading, provision of marine life-saving equipment, publicizing coal unloading regulations, provision of emergency response equipment, and proper management of the coal storage yard.
During June-August 2018, BLCP Power Plant received a total of 1,013,463 tons of coal by ship, with an average sulfur content of 0.43%, which remains within EIA requirements. Unit 1 generated 1,482,301 MWh-net of electricity and consumed 558,044 tons of coal, while Unit 2 generated 1,469,573 MWh-net of electricity and consumed 547,306 tons of coal. 149,199.57 tons of fly ash and 15,313.72 tons of bottom ash were exported. The monitoring results for stack emissions and general ambient air quality in the Map Ta Phut area, including sulfur dioxide, nitrogen dioxide, opacity, and particulate matter, as well as the water temperature in the cooling water canal, all complied with the prescribed standards.
Regarding CSR activities during June-September 2018, BLCP Power Plant received 3,042 visitors, totaling 126,029 visitors since 2001. The Sufficiency Economy Organic Agriculture Project was implemented in Khod Hin and Khao Phai communities, with 14 farmers receiving standard certification. The aquatic animal breeding farm project generated nearly 500,000 Baht from shrimp and crab larvae production. BLCP Power Plant remitted over 6.5 billion Baht in VAT and withholding tax back to the local community and supported over 1.2 million Baht for souvenirs/snacks from local communities. Additionally, continuous social and environmental activities were organized, such as Thod Pha Pa Samakkee, providing scholarships, releasing aquatic species, building weirs, maintaining community forests, organizing music activities, building crab condominiums, and planting beach forests.
The Friends of the Community Association, in collaboration with BLCP Power Plant, organized the 11th Mobile Medical Unit activity, serving 105 people, and held the 7th Friends of the Community Tutor Project, as well as providing 40 continuous undergraduate scholarships. The meeting discussed PTT's 5th natural gas pipeline project and EGAT's power transmission line maintenance, which are currently underway and involve coordination with the communities. The meeting acknowledged all agenda items and scheduled the next Monitoring Committee meeting for December 2018. Full details are in the attached file.
