The Meeting of the Committee for Supervising the Environmental Impact Prevention, Mitigation, and Monitoring Plan for the Coal Terminal Project of BLCP Power Limited No. 67-2/2018 was held on June 26, 2018, at the meeting room of Map Ta Phut Industrial Port Office, Rayong Province, with Ms. Nalinee Kanjanamaie acting as Chairperson. The meeting acknowledged the opening and approved the minutes of Meeting No. 66-1/2018.
In the follow-up agenda, Mr. Nopparat Wong-anurakchai presented the results of the marine ecological study for the BLCP Power Plant Project, based on surveys of phytoplankton and zooplankton in January and April 2018. It was found that most phytoplankton were from the divisions Cyanophyta and Chromophyta, while most zooplankton were Nauplius of Copepod and Calanoid Copepod. The quantity of phytoplankton was naturally greater than zooplankton, consistent with the food chain. In addition, various environmental quality aspects were monitored, such as air pollutant levels from the power plant stack, ambient air quality, noise levels, wastewater quality, and seawater quality. All indices met the specified standards.
Dr. Jirawan Champaneel summarized the operational results of the BLCP Power Plant and Coal Terminal from March to May 2018, with a total of 1,020,522 tons of coal vessels docked and an average sulfur content of 0.45%, which complied with EIA requirements. The total net electricity generation was 1,480,951 MWh-net for Unit 1 and 1,482,709 MWh-net for Unit 2. In addition, over 166,302 tons of fly ash and bottom ash were exported, and a total of 170.05 tons of hazardous and non-hazardous waste were managed.
The working group monitoring compliance with the project's environmental impact mitigation measures conducted inspections in March and May 2018, by visiting the coal conveyor control room, coal unloading activities, coal stockyard, and waste material storage building, and presented the procedures for transporting waste materials out of the project area. The project fully complied with measures related to air quality, noise quality, surface water quality, waste management, marine ecosystem, transportation, and public health.
Regarding Corporate Social Responsibility (CSR), BLCP Power Plant organized power plant visit activities, with a total of 122,407 visitors since 2001. This also included projects to create careers and income for the community, such as the Sufficiency Economy Organic Farming Project, where 14 farmers received certification, and an ongoing aquaculture farm project. In addition, over 6,342 million Baht in Value Added Tax and Withholding Tax were remitted to local authorities, and over 1.2 million Baht was supported for souvenirs from the community, as well as continuous social and environmental development activities and collaboration with various "Friends of the Community" associations.
