Meeting No. 64-3/2560 of the Supervisory Committee for the Environmental Impact Prevention, Mitigation, and Monitoring Plan of the Coal Terminal Project, BLCP Power Company Limited, was held on Friday, September 15, 2560, from 14:00-16:30, at Meeting Room 204, Map Ta Phut Industrial Port Office, Rayong Province, with Mr. Witool Yootim as Chairman. The meeting acknowledged BLCP Power Station's annual machinery maintenance plan for 2560, in which Unit 2 will undergo maintenance from September 10 – October 2, 2560 (22 days), and Unit 1 from October 15 – December 24, 2560 (70 days). IEAT and the community were informed in advance.
Environmental impact monitoring results for July 2560 showed that noise levels in the power plant area were within the standard criteria set by the National Environmental Board's announcement. As for the water quality discharged from the cooling water discharge canals of Unit 1 and 2, substances such as mercury, cadmium, and chlorine were either not detected or their values were within the factory effluent standards. Meanwhile, the maximum seawater temperature measured at 31.5°C at stations ST-6 and ST-7 showed variations in compliance with the requirements of the Seawater Quality Standard B.E. 2549.
Regarding seawater quality monitoring in Map Ta Phut Bay during July 2560, it was found that most values complied with the National Environmental Board's Announcement No. 27 B.E. 2549, including pH, salinity, and dissolved oxygen. Furthermore, marine ecological quality inspection results showed that the number of species and quantity of phytoplankton and zooplankton tended to change seasonally and are commonly found in the coastal area of Map Ta Phut.
BLCP Power Station and Coal Terminal operational data from June – August 2560 showed a total of 899,100 tons of coal unloaded from vessels, with an average sulfur content of 0.42%, which is within the EIA requirements (annual average ≤ 0.45%), and a maximum value of 0.49% (maximum per shipment ≤ 0.70%). The total amount of fly ash exported was 143,492.83 tons, and bottom ash was 17,454.08 tons. The total amounts of other hazardous and non-hazardous waste exported were 19.45 tons and 625.29 tons, respectively.
Air quality monitoring results for stack emissions and ambient air in the general Map Ta Phut area from June – August 2560 showed that sulfur dioxide and nitrogen dioxide levels were within EIA standards, although opacity and particulate matter values were higher than normal at times due to FGD system cleaning/testing and equipment malfunction, which is currently under repair. BLCP Power Station has fully complied with environmental impact mitigation measures and Corporate Social Responsibility (CSR) measures, such as organizing power plant visits, mobile medical units, and supporting community career-building projects.
