The Meeting of the Supervisory Committee for the Environmental Impact Prevention, Mitigation, and Monitoring Action Plan of the BLCP Power Company Limited Coal Terminal Project No. 60-3/2016 was held on Friday, September 23, 2016, from 14.05-16.15 at Meeting Room 204, Map Ta Phut Industrial Port Office, Rayong Province, with Mr. Witoon Yootim as Chairman. The meeting acknowledged the opening of the meeting and the promotion of the Industrial Waste-to-Energy Power Plant Project, as well as approving the minutes of Meeting No. 59-2/2016 and correcting duplicate attendee names.
The environmental quality monitoring results for July 2016 by United Analyst and Engineering Consultant Company Limited (UAE) found that general noise levels around the power plant had a 24-hour average between 59.2-61.9 dBA and a maximum of 62.0-91.4 dBA, which remained within the specified standards. Water quality discharged from the cooling water discharge canal of production units 1 and 2, as well as seawater temperature within a 500-meter radius and seawater quality in Map Ta Phut Bay, all indices met all specified standards.
Regarding compliance with environmental impact mitigation measures for the BLCP Power Plant and Coal Terminal Project between June and September 2016, it was found that all measures were implemented, such as the installation of water spray nozzles and covering temporary coal ash piles with tarpaulins, erection of noise warning signs, wastewater treatment, controlling the temperature of water discharged from the cooling system not to exceed 40 degrees Celsius, and preparation of safety equipment according to international maritime standards. Additionally, windbreak walls were installed at the coal storage yard and Dust Prevention Hood equipment.
Regarding the operation of the power plant and coal terminal between June and August 2016, a total of 604,648 tons of coal were unloaded, with an average sulfur content of 0.41% and a maximum of 0.50%, which remained within EIA requirements. Net electricity generated totaled 2,397,968 MWh, and total coal consumption was 896,386 tons. Additionally, total fly ash and bottom ash exported were 125,505.74 tons and 16,896.47 tons, respectively. Air quality measurements from the stack and water quality discharged into the sea, all indices met EIA standards.
For CSR activities and community relations, BLCP Power Plant implemented 3 greenhouse gas reduction projects and received certificates of honor on September 19, 2016. There were 2,665 visitors to the power plant between June and September 2016, and a total of 102,905 visitors since 2001. Additionally, there were organic farming projects, coal ash mixed brick block projects, Thod Pha Pa Samakkee activities, and the marine ecosystem restoration project at Koh Saket, for which public hearings were held and approval was received on all topics.
