Meeting Minutes of the Environmental Impact Mitigation Monitoring Working Group for BLCP Power Company Limited's Coal-fired Power Plant and Coal Port Project, No. 3/2563, held on November 17, 2020, at Meeting Rooms 201, 202, 2nd Floor, Administration Building. Mr. Jomjet Duangsuk, acting on behalf of the Working Group Chairman, presided over the meeting. The meeting acknowledged the change in position of the Director of Map Ta Phut Industrial Port Office and approved the minutes of Meeting No. 2/2563.
BLCP announced its annual maintenance activities for 2020, emphasizing safety, occupational health, and COVID-19 prevention for all personnel. Utilities were prepared, and COVID-19 testing costs were supported. Contractors were required to provide N95 masks and maintain social distancing. Additionally, a new personnel screening system with automatic facial and temperature checks was implemented.
Maintenance of Unit 2 has been completed. The production system will commence operation on November 17, 2020, from 22:00-24:00, which may cause noise during coal transfer into the system. Nearby communities will monitor and report any impacts immediately if they occur.
Environmental impact monitoring results for September-October 2020 showed that 6 coal shipments had an average sulfur content of 0.42%, which is within EIA standards. Average raw water consumption was 972.71-1,003.35 cubic meters/day, and all treated wastewater quality met the standards.
Waste management in September-October 2020 included non-hazardous waste totaling 337.23 and 283.18 tons, hazardous waste of 11.97 and 15.92 tons, and bottom ash and fly ash transported from the power plant totaling 3,768.64 and 3,870.36 tons, and 39,222.47 and 36,697.76 tons, respectively.
Air quality discharged from stacks and in the general atmosphere, as well as water quality discharged from the cooling water canal during September-October 2020, mostly met the standards, except for particulate matter from Unit 2 on October 11, 2020, from 06:00-07:00, which exceeded the limit due to FGD system cleaning. The project immediately ceased the activity, and values returned to normal. Additionally, monitoring was conducted at the coal yard area. The next meeting is scheduled for January 2021.
