Meeting Minutes of the Monitoring Committee for Environmental Impact Mitigation Measures of BLCP Power Company Limited's Coal-Fired Power Plant and Coal Port Projects (Operational Phase) No. 5/2568 for September 2568. The meeting was held on Friday, September 19, 2568, from 09:30-12:00 at the Generator Meeting Room (Room 101), Administration Building, BLCP Power Station. Mr. Damnern Sarasee presided over the meeting. Meeting photos are included in the document. The meeting acknowledged and approved the minutes of the 4/2568 meeting.
Ms. Jeeranan Tosuwanjit from BLCP Power Company Limited presented the environmental impact monitoring results for July-August 2568. It was found that 5 coal shipments had a maximum sulfur content of 0.60%, which did not exceed the EIA requirement of 0.70%, and a cumulative average of 0.43%, which did not exceed 0.45%. Electricity generation from Unit 1 was between 500,031-500,107 MW, and from Unit 2 was between 494,692-499,884 MW. Average raw water consumption was 953.94-1,236.77 cubic meters/day, and average wastewater entering the treatment system was 1,698.49-1,864.71 cubic meters/day. All treated wastewater quality parameters met the standards.
Regarding waste management for July-August 2568, non-hazardous waste amounted to 27.28-214.76 tons and hazardous waste to 7.08-15.07 tons, all handled by licensed companies. The amount of bottom ash transported out was 3,411.55-4,446.50 tons/month, and fly ash was 54,753.97-59,255.43 tons/month. Air quality monitoring results from the stacks of Unit 1 and Unit 2 showed that sulfur dioxide, nitrogen oxides, and particulate matter levels all complied with the EIA report requirements.
Atmospheric air quality monitoring results from the AQMS system at 4 community stations showed that the 24-hour average concentrations of total suspended particulate matter and PM10, as well as the maximum 1-hour average concentrations of sulfur dioxide and nitrogen dioxide, met the standards, except for some periods where sampling equipment collected less than 75% of data, preventing the calculation of 24-hour average values. Furthermore, all parameters for water quality discharged from the cooling water discharge canals of Unit 1 and Unit 2 met the standards.
During the meeting, Mr. Charan Khemklad inquired about the opacity values from the air pollution stacks. Ms. Sineenart Khanthaballang clarified that opacity results from the combustion process and is converted to total particulate matter for comparison with EIA requirements and Ministry of Industry announcements. Additionally, Mr. Anuchit Sawaengha inquired about the drainage channels in the ash storage area, and it was explained that the water would be collected and sent for treatment at the wastewater treatment system in the coal storage area without environmental contamination. The meeting also acknowledged the appointment for a study visit to Hongsa Power Plant and the next meeting in November 2568.
