Meeting Minutes of the Monitoring Subcommittee for Environmental Impact Mitigation Measures of BLCP Power Company Limited's Coal-Fired Power Plant and Coal Port Project No. 6/2568, held on Tuesday, November 18, 2568, from 09:30-12:00 at Generator Meeting Room (Room 101), Administration Building, BLCP Power Station. Mr. Supawat Plianchot, acting as Chairman, opened the meeting. The meeting acknowledged and approved the minutes of Meeting No. 5/2568, dated Friday, September 19, 2568.
Ms. Jeeranan Tosuwanjit from BLCP presented the results of environmental impact monitoring for September-October 2568. It was found that there were 7 coal vessel trips, with sulfur content ranging from 0.31-0.48% and a maximum of 0.60%, which complies with EIA requirements. The average for January-October 2568 was 0.45%. Electricity generation for Unit 1 was between 483,703-499,274 megawatts, and for Unit 2, between 484,033-499,208 megawatts. Average raw water consumption was 938.52-1,052.17 cubic meters/day, and average wastewater entering the treatment system was 2,430.01-2,689.47 cubic meters/day. The quality of treated wastewater met the standards. Non-hazardous waste amounted to 22.690-35.240 tons, and hazardous waste to 3.730-11.575 tons.
Regarding ash management for ash transported out of the power plant during the same period, bottom ash amounted to 7,865.09-8,153.56 tons/month, and fly ash to 47,802.99-48,941.41 tons/month. Air quality monitoring results for emissions from stacks and ambient air (SO2, NOx, particulate matter) showed compliance with EIA report requirements and established standards, except for some periods where 24-hour average data could not be presented due to sampling equipment operating less than 75% of the time. Water quality discharged from the cooling water discharge canal met standards for all parameters.
The meeting acknowledged the monitoring results, with additional inquiries from community representatives. Mr. Anuchit Sawaengha inquired about measures to control sulfur in coal during November-December 2568. Ms. Jeeranan clarified that BLCP has a plan to control and select coal to ensure an average sulfur content not exceeding 0.45%. Additionally, questions were raised regarding the management of ash transportation and contaminated waste. BLCP explained measures such as covering with tarpaulins, wheel washing, and sending hazardous waste to authorized companies for use as blended fuel.
Under the agenda for consideration, photos of monitoring activities for compliance with environmental impact prevention and mitigation measures for November 2568 were presented. These photos showed meeting participants standing in front of buildings or industrial plants, indicating on-site inspections. Full details are in the attached file.
The next meeting (No. 1/2569) will be held in January 2569. BLCP will prepare and present information regarding the committee's concerns. Additionally, Mr. Anuchit Sawaengha suggested that BLCP assist in trimming trees overhanging the road near Ban Kampu to prevent accidents. BLCP acknowledged this and will proceed accordingly.
