Minutes of the Meeting of the Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant Project and Coal Port Project No. 6/2565 for November 2022, held on November 28, 2022, from 10:00-11:00 via Ms Team online system, with Mr. Anuchit Sawat as Chairman. The meeting acknowledged the opening of the meeting and approved the minutes of Meeting No. 5/2565.
Mr. Pachara Chuathong from BLCP Power Station reported the annual maintenance shutdown plan for 2022, where Unit 1 will be shut down from December 8-31, 2022, and Unit 2 will be shut down for maintenance activities from December 11, 2022, to January 31, 2023. Additionally, the results of environmental impact monitoring for September-October 2022 were summarized. It was found that 6 coal-carrying vessels arrived. The cumulative average sulfur content until the end of October was 0.43%, which slightly exceeded the EIA report's annual limit of not more than 0.45%.
Regarding raw water and wastewater management, during September-October 2022, the average raw water consumption was 798.68-819.87 cubic meters/day, and the average wastewater entering the treatment system was 2,471.76-4,141.01 cubic meters/day. All treated wastewater quality met the standards. For waste management, non-hazardous waste amounted to 39.31-41.66 tons and hazardous waste to 2.80-5.19 tons, including a large quantity of bottom ash and fly ash transported out.
The results of air quality monitoring from the stacks of Unit 1 and Unit 2 during September-October 2022 showed that SO2, nitrogen dioxide gas, and particulate matter levels all complied with the established EIA standards. Furthermore, the ambient air quality measured by the AQMS system at all 4 stations also met the standards.
However, Mr. Samak Onglaor raised a concern regarding the visibly noticeable particulate matter discharged from the stacks. BLCP Power Station clarified that this depends on sky conditions, but the measured results were still within EIA criteria. Mr. Anuchit Sawat therefore proposed that BLCP Power Station present stack dust control measures at the next meeting of the Operational Plan Oversight Committee on December 23, 2022. Additionally, inquiries were made about plans or projects related to marine natural resource and environmental conservation, which Mr. Anuchit Sawat suggested presenting at the same meeting.
The meeting acknowledged the summary of compliance monitoring results for environmental impact mitigation measures for November 2022 and scheduled the next meeting of the Monitoring Working Group (No. 1/2566) for January 2023.
