Minutes of the 3/2569 Meeting of the Working Group for Monitoring Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant and Coal Terminal Project, held on May 19, 2569, at the Generator Meeting Room, Administration Building, BLCP Power Station. Mr. Anat Chandi, Chairman of the Working Group, presided over the meeting. Under the agenda item for acknowledgment, the Minister of Industry plans to visit the Map Ta Phut Industrial Port Office and BLCP Power Station on May 30, 2569. BLCP is requested to prepare information on environmental aspects, safety, and public participation.
Regarding environmental impact monitoring during March-April 2569, it was found that 6 coal shipments had a maximum sulfur content of 0.55% and an average of 0.42%, which complies with the requirements in the EIA report. Electricity generation from Unit 1 was between 483,062-499,164 MW, and from Unit 2 was between 483,835-499,737 MW. Average raw water consumption was 1,233.71-1,370.43 cubic meters/day, and average wastewater entering the treatment system was 1,382.55-1,612.44 cubic meters/day. The quality of treated wastewater met the standards.
For waste management during March-April 2569, non-hazardous waste amounted to 25.890-36.775 tons and hazardous waste to 6.470-36.205 tons, which were disposed of by licensed companies. The amount of bottom ash transported from the power plant was between 1,052.91-2,907.90 tons/month, and fly ash was between 52,010.68-61,528.03 tons/month. Air quality monitoring results for emissions from the power plant stack showed that sulfur dioxide, nitrogen oxides, and particulate matter levels complied with the requirements in the EIA report.
Water quality monitoring of discharge from the cooling water channels of Unit 1 and 2 during March-April 2569 showed that all indices met the specified standards. For ambient air quality monitored by the AQMS system at 4 community stations, the 24-hour average concentrations of total suspended particulate matter and PM10, as well as the 1-hour maximum average concentrations of sulfur dioxide and nitrogen dioxide, met the specified standards.
Under other matters, BLCP plans to organize a study visit for the coal-fired power plant and coal terminal project during September-October 2569. Additionally, there were suggestions from community representatives regarding cargo ships anchored in the navigation channel and the progress of high-voltage transmission tower repairs. BLCP acknowledged these and will proceed with consideration and follow-up. The next meeting (4/2569) is scheduled for July 2569, and the meeting adjourned at 12:00 PM.
