The BLCP Power Station Environmental Impact Mitigation Measures Monitoring Working Committee Meeting for March 2023 was held on Thursday, March 23, 2023, from 10:00-12:00 at the Generator Meeting Room (Room 101), Administration Building, BLCP Power Station. Mr. Anuchit Sawat presided over the meeting. This was the first meeting held within the project area since the COVID-19 pandemic. The meeting acknowledged the opening and approved the minutes of Meeting No. 1/2023 held on Monday, January 23, 2023.
Mr. Pachara Chuathong presented the environmental impact monitoring results for January-February 2023. It was found that 5 coal vessels arrived, with sulfur content ranging from 0.36-0.46%, which complies with EIA requirements (maximum 0.70% per vessel and annual average 0.45%), with an average of 0.41%. Electricity generation from Unit 1 was between 451,475-489,157 MW, and from Unit 2 was between 84,532-451,656 MW. Average raw water consumption was 1,076.00-1,534.06 cubic meters/day, and the quality of treated wastewater met all standards.
Regarding waste management, non-hazardous waste amounted to 3.91-47.86 tons, and hazardous waste amounted to 101.86-118.90 tons. Details are provided in the attached file. The amount of ash transported from BLCP Power Station (Jan-Feb 2023) consisted of bottom ash at 2,382.62-6,212.90 tons/month and fly ash at 34,741.90-51,462.37 tons/month.
Air quality monitoring results for stack emissions and ambient air (Jan-Feb 2023) showed that SO2, NO2, and particulate matter met EIA standards, except for PM10 at Station A, Wat Takuan, for 1 day in early February 2023, which did not meet the standard due to closed weather conditions and dense fog. Water quality discharged from the cooling water discharge canal met standards for all parameters. Mr. Kiattisak Prachayo clarified that BLCP Power Station does not use radioactive cesium-137.
For the environmental impact prevention and mitigation measures compliance monitoring for March 2023, various activities were inspected on-site. Mr. Samak Onglaor suggested additional concrete pouring under the coal conveyor belt and water management in the collection pond. Mr. Pachara Chuathong clarified that the project acknowledged and would implement the suggested corrective actions. Additionally, discussions were held regarding the water spray system at the coal stockyard and marine activities. The meeting resolutions acknowledged all agenda items.
The next Monitoring Working Committee Meeting (No. 3/2023) is scheduled for May 2023. The Secretariat will coordinate and inform the Working Committee accordingly. The meeting concluded at 12:00. Full details are provided in the attached file.
