The 1st/2569 meeting of the Working Committee for Monitoring Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant and Coal Port Project, for January 2569, was held on Thursday, January 29, 2569, at the Generator Meeting Room, BLCP Power Station. Mr. Suppawat Plianchot served as the chairman to open the meeting. The meeting acknowledged the opening and approved the minutes of the 6th/2568 meeting dated November 18, 2568.
Ms. Jeeranan Tosuwanjit from BLCP Power Company Limited presented the Real-Time Industrial Waste Tracking System (WTMS). She also reported on damaged signal buoys, specifically buoys B4 and B5, and confirmed that the maintenance company has been scheduled to carry out repairs. Additionally, she summarized the results of environmental impact monitoring for November-December 2568, which indicated 5 coal unloading trips with sulfur content within standard limits. Electricity generation from Unit 1 and Unit 2 was between 482,184-482,324 MW and 493,389-498,176 MW, respectively.
Raw water usage averaged 1,145.93-1,387.16 cubic meters/day, and wastewater entering the treatment system averaged 1,800.79-1,852.65 cubic meters/day. The quality of treated wastewater met all standards. For waste management, 150.10-728.63 tons of non-hazardous waste and 2.04-2.91 tons of hazardous waste were found, and authorized companies have been contacted for proper disposal. The amount of bottom ash transported from the power plant was between 2,662.33-19,214.28 tons/month, and fly ash was 50,556.34-70,593.63 tons/month.
Air quality monitoring results for emissions from Unit 1 and Unit 2 during the period showed that sulfur dioxide, nitrogen oxides, and particulate matter levels complied with the requirements in the EIA report. Although Unit 1 reduced its production capacity for repairs to the cooling water pump, which resulted in higher temperatures, the power plant planned and adjusted its production process to maintain control within standard limits. Furthermore, all indices for water quality discharged from the cooling water canal met standards.
General ambient air quality monitoring using the AQMS system installed at 4 community stations showed that the 24-hour average concentrations of total suspended particulate matter, particulate matter less than 10 microns, and the 1-hour average (maximum) concentrations of sulfur dioxide and nitrogen dioxide met standards. However, it was noted that 24-hour average particulate matter data could not be displayed for some periods because the sampling equipment collected less than 75% of the required samples. Mr. Anuchit Sawaengha inquired about the higher nitrogen oxide levels in Unit 2 compared to Unit 1, and Mr. Phumsak Noinit clarified that this was due to adjustments in the production process caused by scaling in the pipes.
The meeting acknowledged the results of the environmental impact mitigation measures compliance check for January 2569, with monitoring activity images appearing in the document. Mr. Anuchit Sawaengha provided recommendations regarding the safety of workers at heights and inquired about the progress of the EIA committee appointment. Ms. Sineenart Khanthaballang acknowledged this, stated that she would emphasize safety, and informed that the appointment of the EIA committee is in the process of being handled by the Map Ta Phut Industrial Port Office. Unit 2 is scheduled to resume operation on February 8, 2569, and the next meeting is scheduled for March 2569.
