The Working Group for Monitoring Compliance with Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant and Coal Port Project held its 1/2566 meeting for January 2566 on January 23, 2566, from 10:00-11:00 online via Ms Team. Mr. Anuchit Sawat chaired the meeting. The meeting acknowledged the opening and emphasized safety during machine maintenance in January 2566. It also approved the minutes of meeting 6/2566 dated November 28, 2565.
Mr. Pachara Chuathong from BLCP Power Station presented the results of environmental impact monitoring for November-December 2565. It was found that 4 coal vessels berthed. The average sulfur content in coal was 0.42%, which did not exceed the EIA requirement of 0.45%. Average raw water consumption was 929.30-1,028.55 cubic meters/day, and average wastewater entering the treatment system was 945.22-2,421.87 cubic meters/day. The quality of treated wastewater met all standards. Regarding waste management, non-hazardous waste amounted to 60.97-182.81 tons, and hazardous waste to 13.23-52.26 tons.
The amount of ash transported from BLCP Power Station during the same period consisted of 3,831.53-4,737.75 tons/month of bottom ash and 17,329.36-58,959.11 tons/month of fly ash. Air quality monitoring results for emissions from stacks of Unit 1 and 2 showed that SO2 and NO2 levels were within EIA standards. However, the 1-hour average particulate matter level on November 29, 2565, in Unit 1 temporarily exceeded EIA standards due to a malfunction in the dust collection equipment, which has since been repaired.
Results from ambient air quality monitoring by the AQMS system at 4 community stations showed that the average concentrations of Total Suspended Particulate (TSP), Particulate Matter less than 10 microns (PM10), Sulfur Dioxide (SO2), and Nitrogen Dioxide (NO2) all met the standards. Similarly, the water quality discharged from the cooling water discharge canal of Unit 1 and 2 also met all standard parameters.
The meeting raised questions regarding the volume of wastewater entering the treatment system being higher than water consumption in November 2565. It was clarified that this was due to accumulated heavy rainfall in the project area. Mr. Anuchit Sawat suggested adding the Ministry of Industry's standard line to the reporting of stack particulate matter measurements. Mr. Anuchit Sawangha proposed presenting details of coal consumption and electricity generation at the next meeting. The next meeting is scheduled for March 2566.
