The 4th Meeting of the Working Group for Monitoring Environmental Impact Mitigation Measures for BLCP Power Company Limited's Coal-Fired Power Plant and Coal Port Project was held on Monday, August 4, 2568, at Meeting Room 1, Kiangsaked Energy Building. Mr. Damnern Sarasee, acting on behalf of the Chairman, informed the meeting about the CAAT (Civil Aviation Authority of Thailand) announcement prohibiting drone flights nationwide from July 30 to August 15, 2568. The meeting acknowledged and approved the minutes of the 3rd meeting, held on May 20, 2568.
Mr. Pachara Chuathong from BLCP Power summarized the results of environmental impact monitoring for May-June 2568. It was reported that there were 5 coal-carrying vessel trips, with sulfur content ranging from 0.39-0.56%, which complies with the requirements in the EIA report. Electricity generation for Unit 1 was 483,955-500,289 MW, and for Unit 2 was 483,976-500,203 MW.
Regarding waste management, non-hazardous waste amounted to 6.46-47.12 tons and hazardous waste to 3.61-4.75 tons, which were transported off-site by licensed companies. The amount of bottom ash transported out was between 5,787.06-6,957.63 tons per month, and fly ash was between 52,253.94-53,493.40 tons per month.
The results of air quality monitoring for emissions from the power plant stacks, including sulfur dioxide, nitrogen oxides, and particulate matter from both generating units, complied with the requirements in the EIA report. Ambient air quality monitoring using the AQMS system at 4 stations found that the 24-hour average concentrations of total suspended particulates and PM10, as well as the 1-hour average concentrations of sulfur dioxide and nitrogen dioxide, met the standards, except for some periods with incomplete data. Furthermore, the quality of water discharged from the cooling water discharge canal met all standard indices.
The meeting considered the summary of compliance monitoring results for environmental impact mitigation measures for August 2568, which included activity photos. Mr. Charan Khemklad inquired about ash transport vehicle accidents, and BLCP Power clarified that there were no accidents but procedures are in place for vehicle breakdowns. Additionally, BLCP proposed 4 sites for study visits, and Mr. Maitree Rodpon suggested the Hongsa Power Plant as an additional option. The next meeting is scheduled for September 2568.
