Minutes of the Environmental Impact Mitigation Monitoring Working Group Meeting for BLCP Power Company Limited's Coal-fired Power Plant Project and Coal Terminal Project No. 4/2566 for August 2023, held on Thursday, August 10, 2023, from 10:00 AM to 12:00 PM at Generator Meeting Room (Room 101), Administration Building, BLCP Power Station, with Mr. Thawatchak Kerdmanee serving as Chairman. The meeting acknowledged the informed matters and approved the minutes of Meeting No. 3/2566, held on May 23, 2023.
Mr. Pachara Chuathong from BLCP Power Station presented the environmental impact monitoring results for May-June 2023. It was found that 6 coal vessels had sulfur content ranging from 0.41-0.49%, which complies with the EIA requirement of not exceeding 0.70% per trip and a cumulative average not exceeding 0.45%. Electricity generation from Unit 1 and Unit 2 was in the range of 482,956-499,776 megawatts and 483,775-499,996 megawatts, respectively. Coal consumption for each generating unit was between 175,660-183,964 tons, and the quality of treated wastewater met all standards.
Regarding air quality, the emissions of sulfur dioxide (SO2), nitrogen dioxide (NO2), and particulate matter from the BLCP Power Station's stacks complied with EIA standards. Furthermore, ambient air quality and the quality of water discharged from the cooling canal also met standards. Waste management showed 85.00-129.26 tons of non-hazardous waste and 1.12-3.58 tons of hazardous waste. A recommendation was made to specify the types of marine animal carcasses more clearly in the report.
During the meeting, photos of environmental impact prevention and mitigation measure compliance monitoring activities for August 2023 were presented, showing the working group discussing in the meeting room. Additionally, Mr. Charan Kemklad inquired about coal sediment accumulation near the pier. Ms. Nongnapat Wannakowit clarified that the project regularly collects samples and analyzes coal contamination every July, and past analysis results have shown no contamination. The meeting acknowledged all information and scheduled the next meeting (No. 5/2566) for September 2023. Full details are in the attached file.
