Meeting Report of the Working Group for Monitoring Environmental Impact Mitigation Measures of BLCP Power Company Limited's Coal-Fired Power Plant and Coal Terminal Project No. 5/2566 was held on Friday, September 29, 2023, at the Generator Meeting Room, BLCP Power Station. Ms. Paranee Boonchuay, acting as Chairperson of the Committee, opened the meeting, which was attended by representatives from government agencies, communities, and relevant companies.
The meeting acknowledged the summary of environmental impact monitoring results for July-August 2023 by BLCP Power Company Limited. It was found that 5 coal-carrying vessels had an average sulfur content of 0.43%, which complies with EIA requirements. Electricity generation from Unit 1 and 2 was between 498,695-500,135 megawatts, and coal consumption for electricity generation was between 183,221-184,891 tons. Additionally, the amount of bottom ash transported out of the power plant was 9,774.85-13,217.58 tons/month, and fly ash was 50,391.25-50,773.75 tons/month.
The results of air quality monitoring from the power plant stacks, including sulfur dioxide (SO2), nitrogen oxides (NOx), and particulate matter, were found to be within the EIA standards. Although some values were close to the standards at certain times due to adjustments in production processes and maintenance, the project continues to monitor and observe closely. Ambient air quality from all 4 AQMS stations and water quality discharged from the cooling water canal also met all standard parameters.
Regarding waste management during July-August 2023, 15.25-64.31 tons of non-hazardous waste and 2.06-4.47 tons of hazardous waste were transported off-site. The meeting acknowledged the operational results and discussed the periods when SO2 and NOx values increased in July. BLCP clarified and confirmed that all parameters were measured in accordance with the measures, and the overall annual monitoring plan will be presented at the next meeting.
