Minutes of the Meeting of the Committee for the Supervision of the Environmental Impact Prevention, Mitigation, and Monitoring Action Plan for BLCP Power Company Limited's Coal Terminal Project No. 89-4/2567, held on Monday, 24 December 2024, from 10:00 AM to 12:00 PM at Meeting Room 204, Map Ta Phut Industrial Port Office Building. Mr. Anat Chandi, Deputy Governor Representative of the Industrial Estate Authority of Thailand (IEAT), served as Chairman. Ms. Kwansiri Sarawutjirapong from UAE Co., Ltd. presented the results of the environmental impact monitoring of the project during the operational phase, from September to November 2024.
Monitoring results of air pollutants discharged from the stacks of both BLCP Power Plant units in October and November 2024 showed that particulate matter, sulfur dioxide, and nitrogen oxides met EIA standards and Ministry of Industry standards, including opacity at 5%, which is lower than the prescribed standard. Ambient air quality at all 6 stations and general noise levels around the power plant and Wat Takuan in October 2024 also met the standards.
Regarding the monitoring of wastewater quality from the wastewater treatment system and water discharged from the cooling water discharge canal in October 2024, all parameters were found to be within standard limits. The maximum seawater temperature measured in October 2024 was 31.9°C, which is +0.9°C different from the reference point and still within the seawater quality standard allowing for an increase of no more than 2°C. Furthermore, marine ecological quality in Map Ta Phut Bay showed a diversity index indicating good water quality for marine life.
However, there were some instances where the particulate matter discharged from the BLCP Power Plant stacks exceeded the EIA standard of 43 milligrams per cubic meter, for example, Unit 1 on 2, 13, and 21 October 2024 (values of 43.04, 43.12, 45.79 milligrams per cubic meter, respectively) and Unit 2 on 6 September 2024 (value of 43.43 milligrams per cubic meter). These instances were caused by various factors such as dust accumulation, maintenance shutdowns, or malfunction of dust collection equipment. The project promptly investigated and rectified these issues to ensure compliance with the standards.
Regarding the project's operations from September to November 2024, a total of 1,055,107 tons of coal were imported, with an average sulfur content of 0.44%, which is within EIA requirements. Net electricity generation totaled 1,468,014 MWh for Unit 1 and 1,454,599 MWh for Unit 2. The total amounts of fly ash and bottom ash exported were 152,620.16 tons and 24,567.01 tons, respectively, most of which were reused in other industries. Additionally, BLCP Power Plant continuously carried out corporate social responsibility activities, such as local tax returns, support for community development funds, and various community social, environmental, and cultural development activities.
The Committee acknowledged the operational results and various corrective measures and provided additional recommendations to build community confidence, such as presenting comparative historical monitoring data and utilizing a real-time industrial waste management monitoring system. Mr. Anat Chandi concluded the meeting at 12:00 PM, thanking all committee members for attending Meeting No. 89-4/2567.
