The 88-3/2567th Meeting of the Committee for Supervising the Environmental Impact Prevention, Mitigation, and Monitoring Action Plan for BLCP Power Company Limited's Coal Transshipment Port Project was held on Monday, 23 September 2024, from 10:00 to 12:00, at Meeting Room 204, Map Ta Phut Industrial Port Office Building. Chaired by Mr. Damnoen Sarasee, Deputy Governor Representative of the Industrial Estate Authority of Thailand (IEAT), with representatives from government agencies, communities, and BLCP Power Company Limited in attendance. The meeting acknowledged the opening of the meeting, the approval of the minutes from the 87-2/2567th meeting, and the progress in the change of committee members.
Ms. Kwansiri Sarawutjirapong from UAE Co., Ltd. presented the results of environmental impact monitoring for BLCP Power Plant Units 1 and 2, including the Coal Transshipment Port Project, during June - August 2024. The measurement results of air pollutants discharged from the stacks, such as particulate matter, sulfur dioxide, and nitrogen dioxide, were mostly in compliance with the criteria specified in the EIA report and Ministry of Industry standards, with the exception of some periods in June and August 2024, when particulate matter levels temporarily exceeded standards, which the project promptly investigated and rectified. Additionally, the opacity of the stack emissions was within standard limits.
The results of ambient air quality monitoring at 6 general stations and 4 Map Ta Phut stations during June - August 2024 showed that total particulate matter, fine particulate matter, sulfur dioxide, and nitrogen dioxide levels were in compliance with the specified standards. General noise levels around the BLCP Power Plant in July 2024, both 24-hour average and maximum values, also met the standards. Regarding water quality discharged from the cooling water discharge canal in July 2024, no mercury, cadmium, or chlorine levels exceeding standards were found. The maximum seawater temperature was 31.4°C, and seawater quality in Map Ta Phut Bay, including marine ecology, also complied with the specified seawater quality standards.
Mr. Pachara Chuathong summarized the operational results of the BLCP Power Plant and Coal Transshipment Port during June - August 2024. This included a total of 862,173 tons of coal from Hunter Valley docked, with an average sulfur content of 0.42%, which complied with EIA requirements. The power plant generated a total of 1,483,678 MWh (Unit 1) and 1,485,034 MWh (Unit 2) of electricity. 156,970.49 tons of fly ash and 14,181.96 tons of bottom ash were exported. Additionally, a total of 8.99 tons of hazardous waste and 45.20 tons of other non-hazardous waste were managed using appropriate methods.
The project has fully complied with environmental impact mitigation measures concerning air quality, noise, surface water quality, waste management, ecosystem and seawater quality, transportation, and aesthetics, as well as measures for the coal transshipment pier project. Furthermore, BLCP continuously conducts Corporate Social Responsibility (CSR) activities. These include local tax returns, contributions to the Electricity Development Fund, World Environment Day activities, World Oceans Day, the "Leaf Fertilizer for a Green World" project, the "Wet Waste Bin for Global Warming Reduction" project, scholarship grants, and support for various community development activities.
