The 84-3/2566 Meeting of the Committee for Supervising the Environmental Impact Prevention, Mitigation, and Monitoring Action Plan for BLCP Power Co., Ltd.'s Coal Terminal Project was held on Friday, September 22, 2023, from 09:30-11:30 at Meeting Room 204, Map Ta Phut Industrial Port Office Building, chaired by Mr. Porntep Phuripat, Deputy Governor of the Industrial Estate Authority of Thailand. The meeting acknowledged the opening of the session and approved the minutes of the previous meeting.
Ms. Nongnapat Wannakowit from UAE Co., Ltd. presented the environmental impact monitoring results for BLCP Power Plant Units 1 and 2, including the Coal Terminal Project, during June-August 2023. General noise levels measured in July 2023 were between 62.2-63.3 dBA (standard 70 dBA). Water quality discharged from the cooling water discharge canal showed no mercury, cadmium, or chlorine, complying with industrial effluent standards. The maximum seawater temperature was 31.9 °C, which is within the specified standard.
Regarding overall seawater quality and marine ecology in Map Ta Phut Bay in July 2023, all indices were in compliance with the specified seawater quality standards. The phytoplankton diversity index was between 2.08-2.25, and the zooplankton diversity index was between 1.27-1.65, indicating that the marine environment is suitable for living organisms.
Ms. Sineenart Khanthaballang from BLCP Power Co., Ltd. reported that during June-August 2023, there were 7 coal vessel dockings, totaling 983,660 tons of coal from Hunter Valley. The average sulfur content was 0.43% (annual average standard 0.45%). Electricity generation from Units 1 and 2 totaled 1,480,642 MWh-net and 1,483,942 MWh-net, respectively. A total of 149,783.16 tons of fly ash and 34,924.98 tons of bottom ash were exported. Additionally, the total hazardous waste amounted to 7.65 tons, and other non-hazardous waste totaled 164.56 tons, with disposal methods detailed in the attached document.
Air quality monitoring results for stack emissions and ambient air in the Map Ta Phut area during June-August 2023 showed that sulfur dioxide, nitrogen dioxide, and total particulate matter levels at all stations complied with the specified standards. The environmental impact mitigation monitoring working group conducted follow-ups and concluded that there were no additional recommendations. Furthermore, the company reported on its ongoing Corporate Social Responsibility (CSR) activities, such as local tax returns, contributions to the Electricity Development Fund, and continuous community social, environmental, and cultural development projects, including the provision of 85 scholarships totaling 13.9 million Baht, with details in the attached file.
