The Meeting Report of the Environmental Impact Prevention, Mitigation, and Monitoring Plan Oversight Committee for the BLCP Power Company Limited Coal Terminal Project, No. 76-1/2564, was held on Tuesday, September 21, 2021, via Microsoft Teams online platform, with Mr. Jakkarat Lertopas as Chairman. The meeting acknowledged the operational results of the environmental impact prevention, mitigation, and monitoring measures for BLCP Power Station Units 1 and 2 and the Coal Terminal Project during the operational phase. It was found that all monitored indices complied with the established standards.
General noise level monitoring results at BLCP Power Station in July 2021 showed a 24-hour average of 60.8-62.2 dBA and a maximum level of 60.3-90.7 dBA, which complied with the established standards. Regarding the quality of water discharged from the cooling water discharge canal in July 2021, no mercury, cadmium, or chlorine was detected, and the values complied with industrial effluent standards. The maximum seawater temperature measured was 31.6°C in July 2021, which complied with the requirement of an increase of no more than 2°C from natural conditions. Additionally, the results of seawater quality monitoring at all 3 stations in Map Ta Phut Bay and marine ecological quality in July 2021 also complied with seawater quality standards. The phytoplankton diversity index ranged from 1.09-2.72, indicating that the water source is suitable for aquatic life.
In terms of operations at BLCP Power Station and Coal Terminal during July-August 2021, a total of 551,886 tons of coal from Hunter Valley were unloaded at the terminal, with an average sulfur content of 0.41%, which was within the specified standard. The total net electricity generation for Unit 1 and Unit 2 was 999,616 MWh and 1,000,083 MWh, respectively, using a total of 380,036 tons and 372,704 tons of coal. The total amount of fly ash exported was 82,826.62 tons, and bottom ash was 6,627.59 tons. During the same period, a total of 4.49 tons of hazardous waste and 75.91 tons of other non-hazardous waste were managed and disposed of according to their types.
Air quality monitoring results for stack emissions and ambient air in the Map Ta Phut area during July-August 2021 showed that sulfur dioxide, nitrogen dioxide, opacity, and particulate matter levels were within the specified EIA standards and general ambient air quality standards. The project clarified measures to prevent coal-contaminated rainwater from leaking into drainage channels and flowing into the sea. These measures include installing a rainwater recovery system and alarms, as well as covering temporary coal ash piles with tarpaulins and surrounding them with drainage channels to prevent dispersion and leaching.
Regarding Corporate Social Responsibility (CSR) activities during July-August 2021, BLCP Power Station returned a total of 2.9 million Baht in VAT and withholding tax and contributed 20 million Baht to the Electricity Development Fund. Additionally, it supported the "Nong Nong Rian Dee Kub BLCP" (Good Students with BLCP) scholarship project, Year 20, provided drinking water to communities and field hospitals to cope with the COVID-19 situation, donated 13 medical oxygen tanks, valued at 130,000 Baht, to the Rayong Provincial Public Health Office and Nikompattana Hospital, and participated in planting 89 mangrove trees, as well as supporting scholarships and medical equipment through the Friends of the Community Association.
